- Attachment E: Historical Policy Information Count Attachment D: Q&A Template Attachment C: Price Worksheet Customer Experience Lab Attachment B: QASP July 15, 2016 Attachment A; DSA SOO July 15, 2016 Request For Proposal July 22, 2016 In accordance with Federal Acquisition Regulation (FAR) Part 5, this solicitation is for Direct Servicing Agent support for the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA)/ Federal Insurance and Mitigation Administration (FIMA) National Flood Insurance Program (NFIP) located in Washington, DC. Within FEMA, the FIMA manages the National Flood Insurance Program (NFIP) and a range of programs designed to reduce future losses to homes, businesses, schools, public buildings, and critical facilities from floods, earthquakes, tornadoes, and other natural disasters. The FEMA/Acquisition Operations Division/Mitigation Section intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract, which allows for the issuance of fixed priced bases or with a fixed unit price and a not-to-exceed (NTE) amount task orders. Under the authority of FAR Part 12. The objective of this procurement is to procure an efficient, effective and responsive Direct Servicing Agent (DSA) contractor for the National Flood Insurance Program (NFIP). The DSA issues, renews, and services nearly 900,000 NFIP Flood Insurance Polices within the United States directly for the Federal Government. "Direct" servicing of flood insurance policies includes, Collecting premiums; Adjusting and settling claims; Disseminating NFIP flood insurance information to the policyholders and the public; Supporting adjuster and underwriting activities; Re-inspecting flood insurance claims, and Establishing field offices after flood events. Work shall be performed within the continental United States (CONUS). This is a Full and Open competed acquisition. Proposals for this solicitation will be due on August 12, 2016 at 03:00 p.m. EST. Questions regarding the solicitation shall be submitted to the Contracting Officer and Contract Specialist no later than July 29, 2016 at 12:00 p.m. Eastern. Any questions after the July 19, 2016 deadline will be answered at the Government's discretion. It is the responsibility of interested firms to monitor this internet site (www.fedbizopps.gov) for the release of this solicitation as well as any amendments or questions and answers related to this procurement. The NAICS code is 524128 (Other Direct Insurance (except life, health, and medical) carriers) with a Product Service Code (PSC) of G008 (Government Insurance Program: Others). A single award IDIQ contract award is anticipated. Award will be based on best value using trade-offs. The Period of Performance is anticipated to consist of a twelve (12) month base period and three (3) twelve (12) month option periods. The base period will include a six (6) month transition period which has two 3-month options. The anticipated contract start date is September 30, 2016. FIMA operates the NFIP which was created by an Act of Congress in 1968. The NFIP makes flood insurance available to residents and businesses of participating communities that commit to sound flood plain management practices. The NFIP sells and administers Standard Flood Insurance Policies in two ways: (1) Through an arrangement with private Write Your Own (WYO) insurance companies (under authority of 44 CFR Section 62.23); and (2) Through a contract with an entity that directly sells and services NFIP policies, the NFIP Direct Servicing Agent (DSA). Since 1983, the Write Your Own (WYO) Program has become the primary vehicle for delivering and servicing flood insurance with participating insurance companies who write nearly 80% of the NFIP's flood insurance policies in their own names. The DSA contractor serves the remainder. The DSA contractor facilitates a property owner's insurance agent obtaining flood insurance for their client, the home owner, directly from the government rather than through a WYO company. The Offeror shall furnish all personnel, facilities, equipment, material, supplies, and services (except as may be expressly set forth in the Statement Of Objectives (SOO) as furnished by the Government) and otherwise perform all actions necessary to, or incidental to, performing and providing services for directly written Standard Flood Insurance Policies, Severe Repetitive Loss policies and Group Flood Insurance policies) in support of the FEMA's NFIP. In addition, the DSA shall assume the policies of WYO companies that no longer chose to write NFIP policies.
