Description
Request for Proposals #P16PS01997 is for installing windows in a historic visitor center of North Cascades NPS Complex, Stehekin WA. The electronic Request for Proposals (RFP) will be available on approximately July 25, 2016, at www.FBO.gov. PROJECT DESCRIPTION: The Golden West Lodge is a 2.5-story, 8500 square foot historic structure built in 1926 and placed on the National Register of Historic Places in 1988 as the primary component of the Golden West National Historic District. The building was completely rehabilitated in 2001-2003 and currently functions as the Stehekin District Headquarters and seasonal Visitor Center. The building will be occupied by Government employees and occasionally open to the public for the duration of the project. The base work of this contract consists of replacing 31 historic wood windows, including 5 double hung and 8 casement windows on the third floor, and 18 double hung windows on the second floor. This will require removing exterior and interior trims and molds, replacing existing windows with new painted wood double hung windows and casements of similar operation and appearance, and reinstalling existing exterior and interior trims and molds. The RFP price schedule also includes options for rehabilitating 31 historic wood double hung windows on the first floor, providing new custom wood or manufactured interior storm windows for the first floor, and reinstalling existing exterior and interior trims and molds; repairing and upgrading hardware on the main entrance door; replacing a pair of exterior double wood door with new custom wood doors that are similar in appearance, and providing new hardware including an electric automatic door operator to meet accessibility standards; and providing new spring bronze weather stripping for 31 rehabilitated historic wood double hung windows on the first floor. The Government may exercise options at award or later, in any combination or quantity at its sole discretion. Additional details will be provided in the Statement of Work and drawings posted with the Request for Proposals. The contractor will have 240 calendar days to complete the construction after the Notice to Proceed is issued. Construction must be completed by May 19, 2017. PROJECT LOCATION: The building is located in Stehekin, WA, in Lake Chelan National Recreation Area. Stehekin is a remote community located 50 miles from Chelan, Washington, at the north end of Lake Chelan. The Stehekin Valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat, barge, or float airplane. The visitor center is approximately 200 feet uphill from the ferry landing, adjacent to a road suitable for hauling heavy equipment. Contractors are advised that barges run infrequently and, if needed, it is recommended that Contractors verify scheduled runs and costs, or cost of charter runs, with the barge companies before submitting a quote. Some tools and materials may be sent on the passenger ferry runs, however restrictions apply. Contact the ferry and barge companies for more detailed information. Lodging and meal services in Stehekin will be limited during the period of performance. Maps and information about the park may be viewed at www.nps.gov/NOCA. SITE VISIT: A site visit will be held on Thursday, July 28, 2016, at 11:15 am. Prospective offerors will need to obtain transportation to and from Stehekin; there are commercial boat (ladyofthelake.com) and plane (chelanairways.com) services. The Lady Express boat arrives at Stehekin at 11:00; if the boat arrives late at Stehekin, we will begin the meeting approximately 15 minutes after arrival. We recommend returning to Chelan on the Lady of the Lake II, which departs Stehekin at 2:00. Attendance at the site visit is strongly encouraged so that prospective offerors gain a good understanding of the logistical challenges of this site. DETAILS: This is a best value procurement set-aside for eligible women-owned small business concerns in accordance with FAR Part 19.15. The NAICS code for this project is 236220 and the small business size standard is $36.5 million, average annual gross receipts for the past three years. All work will be performed under a single firm-fixed-price construction contract subject to the Davis-Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $100,000 and $250,000. A bid (offer) guarantee (for 20% of the offered price) is required prior to the RFP closing date. Payment bond (100%), performance bond (100%), and liability insurance will be required prior to contract performance. The RFP will require offerors to submit both a technical and a price proposal; the government will consider an offeror's technical capability in comparison to its price and award to the firm whose offer represents the best value. The solicitation (RFP) will be issued electronically and posted on the Federal Business Opportunities (www.fbo.gov) website on approximately July 25, 2016. Responses will be due approximately 30 days thereafter, unless extended. The entire solicitation package, including drawings and specifications, will be in Microsoft Word and Adobe PDF. Offerors will submit their proposals in digital format per instructions included in the solicitation. Prospective offerors must visit FBO periodically to check for amendments and other changes to the contract documents; no notifications will be sent. No paper copies of the solicitation will be mailed or issued. All eligible responsible sources may submit an offer which shall be considered by the National Park Service, however offerors who have not completed the SAM or WOSB requirements prior to the RFP due date and time will be considered either ineligible or non-responsive and will not be considered for award.
