Description
The U.S. Fish and Wildlife Service has a requirement to decommission unused science lab and convert into private office for Southern Nevada Fish and Wildlife Office, Las Vegas NV (Clark County). Magnitude of project is between $25,000.00 and $100,000.00. Period of performance is 120 days from issuance of notice to proceed. Project is a small business set-aside. Applicable NAICS code is 238990. Small business size is defined as $15 million or less annually when averaged over a three year period. If successful awardee exceeds $35,000.00, the firm will be required to submit a 100% payment bond with 15 days of award. An award over $150,000.00 would also require a 100% performance bond from successful awardee. Site Visit - Firms interested in attending a site visit will need to contact Jeanette Pizarro at (702) 515-5237 or email at Jeanette_Pizarro@fws.gov no later than 5:00 PM August 4, 2016, to be added to the visitor ¿s list. Contractors will meet in the front lobby of the building at 4701 North Torrey Pines Drive, Las Vegas, Nevada 89130 on August 5, 2016 at 10 AM local time to participate in the site visit. Questions from the site visit need to be email to Karl_Lautzenheiser@fws.gov by close of business on August 9, 2016. Those questions will be consolidated and answers provided by issuance of an amendment the following week. Synopsis of Work: Bids are being solicited for decommissioning a Science Lab and construction of two walls with doors and construction of a door in an existing wall for the Southern Nevada Fish and Wildlife Office, Las Vegas NV (Clark County). Building construction: (1) to decommission an unused science lab (remove eyewash station, fume hood, and existing cabinetry) and convert one are of the space into a private office by constructing a wall with an interior door and window, (2) to construct a doorway from the science lab to the existing interior Service hallway, (3) to build out a private office in the main Service office by constructing a wall along the interior hallway with an interior door and window (similar to the other enclosed offices. No government equipment or materials shall be provided during the contract unless arranged and agreed upon prior to use with the Refuge Manager. Normal construction hours are Monday through Friday, 7:00 AM to 3:30 PM local time. Work shall be performed during these hours unless prearranged with the Refuge Manager. Federal holidays not included. Source selection process will be Trade Off. Government will make a best value overall value/benefit decision taking into account the following factors: 1) Past Performance: (not-to-exceed 5 pages) for at least one similar work in the past three (3) years showing similar capability/experience in performing elements of work as described in the statement of work with similar site conditions; and 2) Price. Past performance is considered to be significantly more important than price. If available, existing information from the Past Performance Information Retrieval System (PPIRS) may also be used to supplement the evaluation of past performance and overall ratings from any PPIR rating on file must be satisfactory or higher to be considered technical acceptable.
