- AMENDMENT ONE (1) to RFP-16-100-SOL-00023. The Government requests Offerors submit a Notice of Intent. Please review the attached document entitled, "PROPOSAL INTENT RESPONSE SHEET" and respond ASAP. ************** THIS IS NOT A COMBINED/SYNOPSIS. THIS REQUIREMENT IS BEING PROCURED USING FAR 12 PROCEDURES. This Request for Proposal (RFP) HHS-ASPR-16-100-SOL-00023 solicits offers for administrative and professional staffing services in support of the Office of the Assistant Secretary for Preparedness and Response's (ASPR) mission. This RFP does not commit the Government to pay for the preparation or submission of a proposal. The NAICS Code for this requirement is 541990: All Other Professional, Scientific and Professional Services. The small business size standard is $15.0 Million. The proposal must stipulate that it is predicated upon all the terms and conditions of this RFP. In addition, it must contain a statement to the effect that it is firm for a period of at least 270 days from the date of receipt by the Government. The Offeror must demonstrate that it has the necessary financial capacity, working capital, and other resources to perform the contract without assistance from any outside source.
