Description
N00024-16-R-2212 USNS Lewis B. Puller PSA The purpose of this modification is to issue the solicitation. The Government does not intend to post the Attachments associated with this solicitation to Federal Business Opportunities (FBO). To receive these attachments, please contact the PCO, Ms. Samantha Rye at Samantha.Rye@navy.mil. The Attachments will be provided electronically through the AMRDEC SAFE web application. A ship check of the USNS Lewis B. Puller (T-ESB 3) at Naval Station Norfolk, VA is being offered to interested parties on 26-28 July 2016. All interested parties who plan to inspect the vessel must be registered with MSC and NAVSEA. • Vessel Access: To gain access to the USNS Lewis B. Puller (T-ESB 3), participants must submit an El Paso Intelligence Center (EPIC) request to msc.norfolk.epic@navy.mil. EPIC requests are desired seven calendar days prior to visit. The EPIC form can be obtained by submitting a request email to James Phillips at james.b.phillips2@navy.mil. If participants are registered in EPIC please indicate on your ship check request. • Base Access: To gain base access to Naval Station Norfolk VA, participants must have RapidGateR access specific to NAVAL STATION NORFOLK. RapidGateR is being implemented for access to DoD facilities in CONUS, HI, Guam and Puerto Rico. Vendor is responsible to acquire RapidGateR status and destination base individual access badge(s) activation prior to performance start date. Delays that may result from inadequate planning are Contractor responsibility. Vendor instructions and program information is available at http://www.RAPIDGate.com or tel. 877.727.4342. RapidGateR access requires (in succession) (1) Individual Base Commander approval for vendor to access base, (2) Successful vendor RapidGateR company annual enrollment, (3) Company employee individual enrollment and possession of RapidGateR identification badge for single base or multiple base (enterprise) access. Vendor is responsible to confirm that each employee held annual RapidGateR badge is active for the specific facility and performance period in accordance with RapidGateR User Agreement (http://www.RAPIDGate.com). • Additional Access Requirement: Participants must also provide a list with each person's name who requires access to the ship on company letterhead to the ship via email at MASTER.PULLER@MSC.NAVY.MIL with a courtesy copy to Ms. Samantha Rye at samantha.rye@navy.mil. Participants must provide a list of specific attendees only. DO NOT SUBMIT "BLANKET" LISTS. The request should state that the individual will be attending a ship check for USNS LEWIS B PULLER (T-ESB 3). Participants will be subject to security, safety and other applicable regulations established by Military Sealift Command (MSC) and the Commanding Officer of the USNS Lewis B. Puller (T-ESB 3). Participants whom do not obtain an EPIC and/or RapidGateR by 26 July 2016 shall send an e-mail to the following individuals: Bob Engen at robert.engen@navy.mil, Dave Sapone at david.sapone@navy.mil, and Samantha Rye at Samantha.rye@navy.mil. Per the solicitation, the Government intends to hold a second ship check on 16-18 August 2016.
