Description
Statement of Objectives This is a Sources Sought Notice to identify large and small businesses that are capable of providing Human Resources (HR) consultants with a solution to access the most recent developments in the HR field to include, but not limited to, access to an online resource that provides access to research, best practices, peer benchmarking information, advisory support, and networking and training opportunities required to provide HR Solutions consultants with the tools that allow them to provide quality service to client agencies. This notice is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposals or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation, which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding. Background: The U.S. Office of Personnel Management's Human Resources Solutions (HRS) organization was established in January 2010 as a reimbursable program with the mission to deliver exceptional human resources products and services that meet the dynamic needs of the Federal Government. It is the vision of HRS to be the CHOSEN EMPLOYER, CHOSEN PROVIDER, by Government, for Government. The HRS enterprise provides exceptional human resources products and services to meet the dynamic needs of the Federal Government. HR Solutions' nationwide cadre of consultants, IT specialists, program managers, and faculty provide customer focused optimal solutions to agencies across the Federal Government. Divisions within HRS provides services that assist the Federal Government in achieving their missions by providing strategic human resources solutions to help transform agencies into high performing organizations, providing contemporary leadership programs that transform individuals and organizations and supporting the recruitment, assessment, and acquisition of employees for customer agencies. Capability Statement / Information Sought: Interested businesses are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' ability to perform the specific work as required. Responses must directly demonstrate the company's experience and/or ability to satisfy the minimum requirements listed below. Capability Statement Requirements: Please see the attached Draft Version of the Statement of Objectives. Instructions for Responding to the Sources Sought Notice Responses to this notice shall include a Statement of Qualifications/Capabilities Statement package, as well as the cover letter. The cover letter shall, at a minimum, include the following information: 1. Response to Sources Sought Notice OPM2616S0002 2. Vendor's Company Name, Address, Contact Person (2 POCs) Information; 3. Vendor's DUNS Number; and 4. Business Size and Size Standard / Classification relative to North American Industry Classification System (NAICS) code of 541612. 5. Specify if you are a large or small business, i.e., Small Business Administration (SBA) 8(a) Program, HUBZone, women-owned, veteran-owned, service disabled veteran-owned or small disadvantage business schedule contractor; and 6. GSA schedule and GSA Schedule contract. OPM requests that the capability statement, which is the response to questions below, not exceed ten (10) single spaced pages; you may also include a cover page. Each response should use the following Page Setup parameters: • Font size - 10 points or larger (Body) • Font size - smaller than 10 points (text in diagrams or other graphics) • Margins - Top, Bottom, Left, Right - 1" • At a minimum, your organization's name and a page number should appear in the header or footer of all pages that constitute the body of your response • If applicable, please include your GSA Schedule contract number • Number your responses to match the question number. To maximize the space for your response, do not repeat the question as part of your response Please note that the collection of this data does not obligate the U.S. Government to the incorporation of the solicited comments in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this notice. Proprietary information should not be included in the responses, further, responses to this notice will not be returned. Interested parties shall address the following when responding: 1. Provide a short summary about how HR trends are collected and disseminated. What type of information is provided (e.g., feedback/commentary by experts, case studies, research)? How often is data updated? 2. What sources are utilized to collect research and case study information on HR best practices? 3. Are users/members able to network with one another? If so, explain? 4. What research on HR-related topics is conducted by the vendor, how are research topics determined, and are users/members able to participate in ongoing research activities? Are users/members able to drive the research agenda? 5. Does your tool have the ability to assist in the identification and diagnosis of HR-related problems within an organization? If so, explain. Explain any level of guidance provided by your firm and/or users/members related to the development of strategies for addressing HR-related problems. 6. Provide some examples of your current users/members. What fields do users/members represent? Are users/members able to request information or perspectives from other users/members and/or weigh in on questions from other users/members? 7. Describe tools and/or resources that are available to evaluate the effectiveness of organizational performance metrics, including but not limited to, metrics related to HR policies and practices. 8. What peer benchmarking data is provided related to HR policies and practices? How is data collected and disseminated? What sources are utilized to collect peer benchmarking data? Do users/members have the opportunity to provide data for inclusion in benchmarking studies? 9. What information is provided about training and educational opportunities related to HR policies and practices? Are training courses offered? If so, what modalities (e.g., in-person, online) are used for delivery? 10. How do users/members access information and resources? 11. How many users are allowed through membership? 12. Provide information on how user accounts are maintained and updated. 13. What type of user support is available? Briefly explain how it is accessed by users/members. 14. Please describe how your firm prices these services. 15. Are these services offered from your firm on GSA Federal Supply Schedule or another contractual vehicle available to all federal agencies? All responses shall be in MS Word or Adobe Portable Document Format (PDF), and submitted by 12:00PM EST on August 5, 2016. All responses must be received by the specified due date and time in order to be considered. Additional Information: There is no commitment by the Government to issue a solicitation, to make an award(s), or to be responsible for any monies expended by any interested parties in support of any effort in response to this sources sought notice. Any information submitted in response to this sources sought notice is strictly voluntary. This sources sought notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. It is the responsibility of potential offerors to monitor this site for the release of any follow-on information. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available and any request for additional information will be disregarded.
