- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Medical Information Network - North Sound of 325 Pine Street, Suite B, Mount Vernon, WA 98273-5929, as the only responsible source that can provide licenses for the Medical Information Network - North Sound (MIN-NS) Health Information Exchange (HIE) portal service. This acquisition is being conducted under the FAR 13 Simplified Acquisition Procedures. Provisions and clauses in effect through Federal Acquisition Circular 2005-88 are incorporated. Items being purchased in this acquisition: MIN-NS provides subscriber access to the medical record systems shared by this HIE. This includes the facilities of Whidbey General Hospital, Island Hospital, and Skagit Valley Hospital. The system is primarily read-only, but allows uploading of documents by the participant which can be then be viewed by all facilities. In addition, secure messaging services are available between subscribers. MIN-NS is the only HIE presently utilized by the three civilian hospitals near Naval Air Station Whidbey Island (NASWI). As such, enrolled beneficiaries seeking civilian care (ER, inpatient, some consultative outpatient services) would have their records captured by this system. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541512 with a Small Business Size Standard of 750 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Based on the above information, the only technically acceptable license for Health Information Exchange (HIE) portal service is provided by Medical Information Network - North Sound (MIN-NS).
