Description
Submission Instructions USTRANSCOM Instructions United States Transportation Command (USTRANSCOM) is seeking non-federal partners ("Collaborators") in industry and/or academia to consider for entry into Cooperative Research and Development Agreements (CRADAs) (described in 15 USC 3710a) with the government to produce collaborative studies. This is not a solicitation for a procurement contract, nor should this announcement be construed as implying any future solicitation by USTRANSCOM or any other government agency in this area. Potential Topics: A. Technical skills and experience required for effective workers in future federal and commercial transportation and supply chain operations and logistics management positions B. Forecast of trends in industry and federal/DoD hiring and talent management in logistics and transportation; projected pool of qualified candidates over the next 15 years C. How emulating the logistics and supply chain management industry's best practices, including incentives and workplace design (e.g. telework, etc.) can help USTRANSCOM overcome recruiting, hiring, and retaining barriers for the next generation of highly-skilled workers D. Preconditions which the government must establish to successfully recruit and retain required skillsets and experience E. How third- and fourth- party logistics providers (3PLs/4PLs) are managing their workforces in view of their vision of future trends F. How small and large businesses in transportation and logistics are innovating in their hiring and retention methods G. How best practices in career management and training can assist USTRANSCOM in preparing its current employees for new challenges in supply chain management H. Methods to assist the federal government to better attract entry and experienced workers into its logistics, transportation, and distribution jobs including quality of life initiatives I. How the growing "gig economy" can be favorably incorporated into federal hiring for the logistics and transportation management fields J. Promoting worker flow in both directions between the federal government and commercial industry by providing incentives, career broadening and advancement opportunities K. Designs of modern working environments and collaboration methods which may better meet expectations of millennials (e.g. wireless networking, mobile computing, routine use of social media, flexible workspaces, teleworking, virtual workspaces, etc.) Small Businesses are encouraged to respond to this announcement. Potential Collaborators may team with other qualified non-federal parties.
