- THIS IS A PRESOLICITATION NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 5: This Presolicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP). This Presolicitation Notice does not commit the Government to contract for any supply or service whatsoever. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Presolicitation Notice. All costs associated with responding to this Presolicitation Notice will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. Not responding to this Presolicitation Notice does not preclude participation in any future RFP. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. 1.1 Presolicition Notice Objective: This Presolicition Notice seeks to publicize the Buy-Indian set-aside requirement to provide non-medical regional primary residential treatment center services which shall include detoxification and rehabilitation for Indian youth who are alcohol and substance abusers. Services shall be provided 24 hours, seven days per week to youth ages 13-18 in the Oklahoma Area which encompasses Oklahoma, Kansas, and Texas. Request for Proposal (RFP) will be released on or about August 8, 2016 and will close on or about September 6, 2016. It is anticipated that the contract will begin September 30, 2016 for a base year, plus 4 prepriced option years. The Indian Health Service reserves the right to seek additional information from those respondents identified with unique solutions that are determined to be beneficial to the Indian Health Service.
