- Notice of Intent The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with Fall Line Testing and Inspection, LLC for the acquisition of four (4) large reinforced concrete specimens from a ready-mixed concrete producer, needed for testing and research. ***** Sole source determination for this procurement is based on meeting the specific requirements to cast concrete specimens in two separate tasks. Task 1 will include four (4) large reinforced concrete test specimens and will use the specimens to measure physical and mechanical properties of concrete over time. Three of the four specimens will be cast with reactive aggregates and one with non-reactive aggregates. The size of each specimen shall be 42 in wide x 72 in high x 16 ft long. Each specimen and associated test cylinders will require 15 cubic yards of concrete. Task 2 shall include reinforced concrete beam and pull-out specimens totaling 18 cubic yards of reactive concrete and 6 cubic yards of non-reactive concrete. Fall Line Testing and Inspection, LLC has been identified as the only vendor capable of meeting this requirement. No other manufacturers, or distributors have been identified. *****The North American Industry Classification System (NAICS) code for this acquisition is 541380 - Testing Laboratories, with a small business size standard of $15.0 M. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by August 5, 2016, 12:00 p.m., EST will be considered by the government. Responses shall be submitted via email to judith.hicklin@nist.gov or robert.cowins@nist.gov.
