Description
NIST proposed acquisition is for the purchase of a laser light source, a Laser-pumped Optical Parametric Oscillator for photoacoustic microscope. Without this laser light source, the microscope cannot function as needed for NIST experiments. Minimum Specifications To meet NIST's QED measurement needs, a laser light source of a pulsed, nanosecond, tunable laser system with the following capabilities is needed. Under current laser technologies, the unique solution to meet our need is a combined laser system composed of the following two components integrated into one unit. This combined system is composed of a pump laser (part 1) and an optical parametric oscillator (part 2) to generate tunable light from visible to the near-infrared wavelengths. CLIN 0001: One (1) pulsed pump laser generating light pulses at 1064 nm, 532 nm, and 355 nm: 1. The laser energy should be equal or greater than 700 mJ at 1064 nm. 2. A second and a third harmonic generator for the 1064 nm laser are needed to produce 532 nm and 355 nm light. 3. The system must produce at least 200 mJ energy per pulse at 355 nm, more is better. 4. The repetition rate of the pulsed laser needs to be equal to or greater than 10 Hz. 5. The pulsed laser must use no more than two flash lamps to generate light, and for low maintenance cost and long-time stability, the flash lamps which should last for a minimum of 30 million shots before replacement. 6. Charging, firing, and Q-switching must be able to be controlled externally via TTL or RS232 signals. 7. The system must be capable of remote single shot and must a remote single shot cable. 8. The system must have separate wavelength separation boxes with indexed mounts for fast and easy wavelength changes. (This is needed not to disturb optics in the laser head) 9. The laser head must use a kinematic mechanism for removal and maintenance. 10. The power supply for the laser must be equipped with a self-contained water to air heat exchanger as the lab cannot provide external cooling water. CLIN 0002: One (1) Optical Parametric Oscillator (OPO): Tunable light from 400nm to 2500nm with sufficient energies are needed for measuring photoacoustic microscopy signals of materials embedded in the layers of light attenuating biomimetic samples. 1.The emitted laser wavelengths need to be tunable in the range of 410 nm to 2500 nm tuning range. 2.The system must be able to be pumped by a high pump beam energy of at least 200 mJ peak energy at 355nm pump, more is better. 3.The energy produced at 425 nm wavelength should be 75 mJ or higher. 4.The linewidth of the light must be less than 5 cm-1, with potential upgrade less than 2 cm-1. 5.The pulse linewidth needs to be no greater than 5 ns. 6.The pointing stability of the beam needs to be less than 0.1 milliradian 7.The beam shape needs to be Gaussian with the beam ellipticity less than 30 %. 8.The energy stability must be less than +/- 10 % with 99% of shots. 9.The final output beam should not translate sideways more than 5% of the full width of the half maximum of the Gaussian beam for the entire tunable range. After the results of this market research are obtained and analyzed and specifications developed for the laser, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted will be conducted as a small business set-aside. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Companies that manufacture such devises are requested to email a detailed report describing their abilities to Harry Brubaker at Harry.Brubaker@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(s) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to paula.wilkison@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
