Description
The Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, plans to issue Solicitation SPE2D1-16-R-0001 to procure Integrated Video Image Sharing Systems (IVISS). At a minimum, the vendor's proposed solution must: - Capture, record, manipulate, and allow viewing of high definition video (live or recorded) and still images. - Use video and images from stand-alone endoscopic equipment of multiple brands and specialties, readily available in the healthcare facilities. Scopes, cameras, light sources, and microscopes are examples of such stand-alone equipment. This stand-alone equipment is not part of this solicitation. - Allow for clinical personnel to manipulate video and images, create or modify patient reports, and store reports with attached images/video from both the point of care (patient treatment area) and government computers. - Have the ability to seamlessly integrate and communicate with the Department of Defense (DoD) and Veteran's Administration (VA) electronic health records (EHR) to securely query/retrieve patient information and accurately track reports created and edited in the IVISS. - Provide enough local storage space for five years' worth of examinations and reports for the facility's Ear Nose and Throat (ENT) and Speech Pathology clinics. The images, videos, and reports must be accessible from the point of care (patient treatment area) and government computers. The same information must also be available remotely, through computers located in a different hospital or clinic where the patient may receive additional or continuing care. - Meet specified DoD and VA Information Assurance (IA) and Network Security Requirements (i.e. secure platform, completed security documentation & testing, etc.). A vendor may also submit a system which includes the integration of products from multiple vendors, as long as they can be certified for operating within the required networks. In this case, the awardee would assume responsibility for the operation of the entire system, training, warranty, compliance, and information systems security. The solicitation will be issued on the basis of Full and Open competition and on an unrestricted basis. The resulting contract will be a, Firm Fixed Price, Single Award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year base period. There will not be any option periods under this contract. Pricing will be F.O.B. Destination to CONUS and OCONUS locations. The Maximum Dollar Value of the resulting contract is $45,000,000. The Trade Agreements Act (TAA) will apply to this acquisition. Large businesses will be required to submit a Subcontracting Plan. Once the solicitation is issued, it will be available via DLA Internet Bid Board System at https://www.dibbs.bsm.dla.mil/RFP.
