- ITEM: TEST SET ENVIRONMENTAL CONTROL SYSTEM ACFT NSN: 4920-01-387-6124RN PART NUMBER: H301-4 The environmental test set is used on all F-16 aircraft to measure the environmental systems of the aircraft. The environmental test set uses a temperature subsystem, a pressure subsystem, and a multi-meter subsystem to troubleshoot the environmental control system (ECS). Approximate dimensions are: length: 22 inches, height: 28 inches, width: 20 inches, and weight: 27 lbs.; unit made of various materials. This requirement is for a basic quantity of four (4) each; there are no options. Assets will be shipped FOB origin. DELIVERY: Place of delivery for basic quantity is 1 EA to FE4852, 1 EA to FE5621, 1 EA to FE4801, and 1 EA to FE4887. Delivery is 210 days after receipt of award. The approximate RFP issue date will be Monday, August 8, 2016; proposals will be due September 7, 2016. The RFP will be posted to the Federal Business Opportunities (FBO) website. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Electronic procedures will be used for this solicitation at www.fedbizopps.gov only. NO TELEPHONE REQUESTS WILL BE HONORED and no hard copies will be mailed out. The RFP is being issued sole source to Howell Instruments, Inc. (98869),IAW with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. All questions regarding the RFP must be submitted in writing to tyler.nable@us.af.mil with copy to Dawn.McCurdy@us.af.mil. NO TELEPHONE QUESTIONS WILL BE ACCEPTED. All questions and answers will be uploaded to FBO. Duration of Contract Period: 210 Electronic procedure will be used for this solicitation. Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
