Description
W912JD-16-B-2001-0001 incorporating pre-award RFI's, updated Davis-Bacon Wage Determination and extension of bid opening. Document Type: Pre-bid Notice Classification Code Y-Maintenance of Miscellaneous Buildings Set-Aside: Small Business NAICS Code: 236220- Commercial and Institutional Building Construction The Maine Air National Guard intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to construct an addition of 2550sf and renovate the existing Base Fire, Crash, Rescue Station's 16,850sf at the Maine Air National Guard Base in Bangor, ME (Penobscot County). This project will provide the required space for training, personal protective equipment lockers, mobility storage, apparatus storage and equipment maintenance facilities, administrative offices, enlarged physical fitness training area, laundry and sleep rooms. This project will renovate current spaces to better utilize existing square-footage as well as provide new square footage that supports daily operations. Currently the mobility gear, extra personal protective equipment, confined space entry equipment trailer, hazardous material response trailer, firefighting foam trailer and fire extinguishers are housed in (2) offsite buildings. In addition to a base price for the work described above the solicitation includes five (5) additive bid items for this project: ABI #1 Replace Overhead Doors: ABI #2 Reconstruct Sills and Weather-stripping: ABI #3 Upgrade Interior Finishes: ABI #4 Remove Pavement; Add loam/seed/mulch: ABI #5 Replace unit heaters in renovated spaces. This project includes the following brand name requirements: Sargent Locks (Sargent Manufacturing Company); Honeywell Direct Digital Controls/Tridium Niagara-AX; Monaco Fire Alarm Systems; and AirVac 911 Engine Exhaust Removal system. The project will be constructed to the Air National Guard category of "Industrial Construction" and incorporate Leadership in Energy and Environmental Design (LEED) and sustainable development concepts meeting the requirements of "Silver" certification. This project will be registered with USGBC (U.S. Green Building Council) and accomplish USGBC Certified recognition. The contract duration is 540 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000. The magnitude is between $5,000,000 and $10,000,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The date for the pre-bid conference is 30 June 2016, 09:30AM local time, Maine Air National Guard, 106 Ashley Avenue, Building 486, Bangor, ME 04401. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 28 June 2016 via email to usaf.me.101-arw.list.fal-msc-contracting@mail.mil. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on- line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
