- Description
- The Naval Air Systems Command (NAVAIR) plans to issue a contract modification to Bell Helicopter Textron, Inc. (BHTI) for the acquisition of H-1 Cuff Tooling in support of the UH-1Y Utility and AH-1Z Attack helicopter production line. The procurement will be firm fixed price modification to the aircraft production contract. This requirement will be procured in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency's requirements. BHTI is the sole designer, developer, and producer of the H-1 aircraft and is the only known source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics necessary to provide the production line rate tooling. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies
