Description
Sources Sought for Commercial Item Purchase The Western Area Power Administration (Western) seeks information on vendors that are capable of providing Financial Credit Worthiness services with the following minimum requirements. Must be able to provide consolidated automated reports that provide, at a minimum and preferably via e-mail, the current news within the energy business and information that may impact business relationships (i.e., company financials, regulatory filings, credit ratings, company bankruptcies; management changes) for entities that Western currently does business with or could do business with. Coverage must include electric power utilities as well as financial arrangers such as JPMorgan, Citigroup, Barclay's, Morgan Stanley, institutional investors such as John Hancock and large Pension funds, and Private Equity investors. Coverage of debt issuances and ratings of electric sector by municipalities and Government agencies is an additional requirement. Research capabilities will include but are not limited to: annual reports, completed financial statement ratio's; SEC filings, news/media updates, changes in agency (S&P; Moody's; Fitch) credit ratings, financial alerts, bankruptcies, company management backgrounds and any other information Western can use to determine if we want to conduct business with a company, which will be consolidated on one internet site. Need global coverage as some of Western's customers are located in countries outside of the U.S. (i.e., Barclay's; Powerex). Must provide Geographic Information System mapping tools for utility sector service territories to include ownership of assets and capacity rights for electric power sector. Coverage of solicitations by major electric power entities for transmission, generation and energy storage procurements including provision of links and award analysis. Research capability for regulatory filings at State Public Utility Commission and Federal Energy Regulatory Commission and ability to track and research Environmental Siting for Energy Projects. At least 30 number of seats or licenses included in the subscription. Reports and data should be exportable to Excel or Word. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the items stated herein. After results of this market research are obtained and analyzed and compared with Western's minimum requirements, Western may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. Western is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 561450-Credit Investigation Services, with a small business size standard for such requirements of $14.0 million. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing the services identified. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies of their capability statement. Please limit responses to twenty (20) pages or less. Responses should include the following information: •1. Name of company that will provide the services. •2. Relevant information, such as pamphlets and course materials, that the Government should consider in finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 12:00 pm Mountain Time on July 29, 2016. The capability statement shall identify the business status of the organization. Only electronic or mailed statements will be accepted. Faxes will not be accepted.
