- The contracting office (AFTC/PZIEA) at Edwards AFB, California, intends to solicit and award a sole source firm fixed price purchase order for MANDRIL Software Maintenance to Interoperable Systems Group, under the authority of 10 United States Code (USC) 2304(c)(1), as implemented by FAR 13.106-1(b)(1)(i) and FAR 6.302-1(b)(2). This authority is supported by an approved Single Source justification. Anticipated award date is on or about 27 July 2016. This requirement is for: CLIN 001: (8 EA) MANDRIL S/W MAINTENANCE LICENSES FOR A 12-MONTH PERIOD OF PERFORMANCE: 1 SEPTEMBER 2016 TO 31 AUGUST 2017 (Maintenance includes: resolution reports, product website support, phone/email support, product enhancements, STANAG, ICD updates, problem investigations and fault clearances). CLIN 002: (8 EA) MIDS JTRS UPGRADE - This upgrade adds new functionality needed to analyze and decode MIDS-JTRS messages. The North American Industry Classification System (NAICS) code for this acquisition is 511210. Small Business size standard is: $38,500,000.00. Interested parties may identify their interest and capability to respond to the requirement. This synopsis is published for informational and planning purposes only. The proposed source, Interoperable Systems Group is the designated USA distributor of the MANDRIL Software that is manufactured and maintained by Lockheed Martin UK. Interoperable Systems Group is the only known supplier in the U.S. that will be able satisfy the requested service/support due to the proprietary nature of the software rights. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which may be considered by the government; however a determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.
