- Notice Information Document Type: Presolicitation Notice Solicitation Number: FA4690-Paving Agency /Office: Air Force Global Strike Command Location: 28 CONS Title: Paving IDIQ Posted Date: 22 July 2016 Response Date: 6 August 2016 5:00 p.m. MST Classification Code: Z-Maintenance, repair, and alteration of real property Contracting Officer Address: Department of the Air Force, Air Force Global Strike Command, 28 CONS/LGCB, 1000 Ellsworth Street, Suite 1200, Ellsworth AFB SD 57706-4904 Description: Ellsworth Air Force Base is seeking interested businesses capable of performing base-wide Paving Indefinite-Delivery-Indefinite- Quantity Contract as described herein. The acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 procedures. The description of work will be identified in each individual delivery order. Performance and payment bonds will be required per individual delivery order in accordance with FAR Part 28. Projects under this IDIQ contract will consist of construction work based on a general statement of work further defined within each individual delivery order. The performance period for this Paving IDIQ contract will be a five (5) year contract beginning approximately November 2016 through October 2021. Requirements issued under the Paving IDIQ could be either Invitation for Bids or Request for Proposals. Funding for each Government Information Project Request (GIPR) shall be in the form of a certified Purchase Request, advance/straddle bid, special straddle, or other funding authority IAW AFFARS MP5332.7. The (GIPR) and Statement of Work (SOW) shall define the requirement in detail by Civil Engineering to include the appropriate performance period for each requirement taking into account the complexity of the project, time of year when the work is to be accomplished, and if phasing of work would be applicable. Each GIPR shall clearly define the requirements and Bid Schedules shall be clear and concise when identifying optional quantities, additives/deductive, phasing of work mobilization/ demobilization, etc. A site visit will be held for each requirement and each SOW shall clearly define the requirement and the Bid Schedule shall be clear and concise when identifying quantities, phasing of work mobilization/demobilization, etc. Performance and Payment bonds will be required, as applicable, and will be provided at the project preconstruction meeting where issuance of the Notice to Proceed for the Construction Phase will take place. Work to be performed under the Paving IDIQ will be within The North American Industry Classification System (NAICS) code, 238910, Site Preparation Contractors, under Sector 23 Construction, Subsector 238 Specialty Trade Contractors, Size Standard $15M. IAW FAR 36.204, the project magnitude for this contract is between $5M and $10M. Contract award minimum guarantee will be $2K per award over the life of each contract awarded. The intent is to award one (1) contract from this solicitation. This is a 100% Small Business Set-Aside. The anticipated RFP issue date has not been determined but will be no sooner than 15 days after this posting date. The final solicitation and RFP documents will be available for download electronically on the Federal Business Opportunities website. Paper copies will not be available The closing date and time for submission of offers will be contained within the solicitation package.
