Description
PRE-SOLICITATION SYNOPSIS SOLICITATION NUMBER: N40085-16-R-3020 This notice does NOT constitute a request for proposal, request for quote or invitation for bid. The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for a design-bid-build construction project for RM12-1961, Dry Dock 3 Caisson Replacement and Seat Repairs, Portsmouth Naval Shipyard, Kittery, ME. PROJECT DESCRIPTION: This project provides for the replacement of the existing caisson at dry dock #3 and provides repairs to the concrete entrance structures of the dry dock. Replacement of the original 1962 caisson is essential due to deterioration of the structure and mechanical systems. Similarly, the concrete structures of the dry dock are cracked and spalled and allow water to leak through the sill area. To facilitate repairs to the inner seat, the caisson will be seated in the outer seat. Repairs to the outer seat will be completed with the use of mini cofferdams directly attached to the outer seat to provide the contractor with a dry work space. Caisson replacement includes structural steel fabrication, installation of mechanical and electrical systems, and a full testing program of the caisson and its interface with the repaired dry dock. The caisson weather deck will be raised to account for sea level rise. The corresponding concrete coping will also be raised to accommodate the caisson. The concrete entrance structure repairs include removal and replacement of concrete at the inner and outer seats. The replacement caisson will include features such as side keels, catwalks in the ballast tanks for inspection and measurement, and double valves for the flood tubes. The repairs and modifications to the dry dock inner and outer seats will correct deficiencies that currently allow leakage which risks personnel safety in the dry dock. The dry dock will remain operational throughout construction, and work is required to be sequenced to avoid disruption to the dry dock schedule. This solicitation will be advertised as unrestricted for full and open competition. This is a source selection procurement requiring both non-price (technical) and price proposals. In accordance with DFARS 236.204, the magnitude of construction for this project is between $25,000,000 and $100,000,000. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 237990 - Other Heavy and Civil Engineering Construction, and the Small Business Size Standard is $36,500,000. A sources sought notice was issued on 16 Jun 2016 with a required response date of 30 Jun 2016. There were zero responses to this request. In accordance with FAR 19.501(c), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of small business firms would respond to or be qualified to perform the requirements of this solicitation. The activity small business office concurs with this decision. The drawings and specifications for this project will be posted with the solicitation and are not available at this time. The Request for Proposal (RFP) will be issued on or about 09 Aug 2016. All documents will be in Adobe Acrobat PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website.
