- Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to LeeAgra, Inc., 117 E. 70th St., Lubbock, TX 79404, as they are the sole source for this type sprayer equipment pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a sprayer system adaptable for our specific research in the areas of sugarcane agronomy, weed science and entomology. LeeAgra is the sole source of this type of sprayer that meets our research requirements. Specifically, the sprayer system must be capable of applying spray treatments to crops that have exceeded the height limitations of conventional agricultural sprayers. The sprayer will also have hydraulically adjustable height controls that allow the operator to quickly adjust the sprayer height according to the needs of individual fields, which may require heights up to 84". The sprayer system must be completely adaptable to fit the needs of the research program at the Sugarcane Research Unit and it cannot exceed the size limitations required for small plot research. Typical sugarcane research plots vary from 1-3 rows in size and the sprayer must be capable of being quickly and easily configured to fit on multiple row widths, which vary from 74 to 100 inches. The sprayer also must have an adaptable front boom lift that will allow us to quickly change research boom configurations and heights and a rear boom lift with a folding 30 ft boom for general research farm operations. The sprayer also requires a cab with a charcoal filter to protect the operator from pesticide drift. The spray system cannot exceed (100" x 220" x 132", W x L x H) so it may be transported to off-station test sites with the Sugarcane Research Unit's trailers. The Government intends to award a firm fixed price Purchase Order on or about August 05, 2016, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, August 04, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
