- Reimbursement Application TSA is currently accepting applications to consider reimbursement claims for in-line baggage screening system projects prior to August 2007 not already funded by TSA. To be considered for reimbursement, the project must meet the following four major criteria: 1. The project was to construct an integrated or partially integrated baggage screening system 2. Construction on the project began on or before August 3, 2007 3. At the time of construction the airport sponsor had reasonable anticipation of being reimbursed 4. The airport sponsor has not received Government funding for the construction project This application is the first step in a process created by TSA to review and evaluate reimbursement claims from airports in response to the Fiscal Year (FY) 2016 Department of Homeland Security (DHS) Appropriations Act (P.L. 114-113). TSA's evaluation process implements recommendations outlined in the Implementing Recommendations for the 9/11 Commission Act of 2007 (P.L. 110-53), which states "The schedule shall include airports that have incurred eligible costs associated with development of partial or completed in-line baggage systems before the date of enactment of this Act in reasonable anticipation of receiving a grant under section 44923 of title 49, United States Code, in reimbursement of those costs but that have not received such a grant." For any project that meets all four criteria, TSA requests interested airport authorities complete the application included with this announcement and submit it to TSA at CBTPlanning@tsa.dhs.gov for further evaluation. Applications are due to TSA no later than October 20, 2016. No applications received after this date will be considered for any reason. TSA will review all applications for eligibility and provide evaluation results back to applicants no later than December 19, 2017. If the application is validated, TSA will request additional information from the applicant in order to determine the amount that will be considered allowable for reimbursement.
