Description
This is a presolicitation notice for commercial items prepared in accordance with the format in Subpart 12 and 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued. Solicitation M00263-16-R-1008 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2008-86 and DFAR public notice 20151230. General Information The Regional Contracting Office, Parris Island (RCO-PI) intends to award a single Firm Fixed Price (FFP) IDIQ contract for one (1) thirty six month ordering period for Bullet Resisting Panels. The objective of this contract is to provide freestanding bullet-resisting panels to MCRC recruiting offices, located throughout the United States and its territories. The bullet resisting panel are to be UL Level 8 or above certified and approved.. This requirement entails approximately 1,500 locations with estimated 2 to 4 cubicles per facility. The Government will issue Delivery Orders for the quantities actually required. The Government anticipates holding discussions, but reserves the right to award without discussions, if they are determined to be of no value added. Offerors are cautioned to examine this solicitation in its entirety and to ensure that their proposal contains all necessary information, provides all required documentation, and is complete in all respects. Use of general or vague statements such as "standard procedures will be used" will not satisfy this requirement. Unnecessary elaboration or presentations beyond what is sufficient to present a complete and effective solution are not desired and may be construed as a lack of understanding of the requirement. Proposals must be prepared in accordance with these instructions. Failure to do so may result in the offeror's submission being determined unacceptable and ineligible for award. Each offeror's submission shall be screened by the Contracting Officer (KO) upon receipt to ensure completeness and compliance with the instructions contained in this solicitation. Elimination of an offeror from consideration for award is at the sole discretion of the KO. Confidential Information. The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and proposals submitted to federal agencies. If an offeror's submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain "trade secrets and commercial or financial information", 5 U.S.C. § 552, the offeror should mark its submissions as set forth in FAR 52.215-1(e).
