Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA has a need for the encoder portion of video telemetry instrumentation kits (VTIKs) in support of Joint Standoff Weapon (JSOW) flight testing. For the JSOW Telemetry Instrumentation Kits (TIKs) needing these encoders, the VTIK is a physically separate system providing video handling (such as compression) and transmission capabilities to augment the TIKs data-only capability. The Contractor shall develop, design, document, and qualify a VTIK encoder system for receiving as input the JSOW provided Hotlink data stream which includes both embedded video and commands, formatting and compressing it, and providing both data and command streams as outputs to a JSOW transmitter. The Contractor's VTIK encoder system hardware is limited to the airborne portion of the telemetry system. For ground station compatibility the compression and formatting shall be a commercial industry standard for which commercial off-the-shelf (COTS) decoding and archiving applications for the Microsoft Windows operating system are readily available. Critical requirements of the VTIK encoder systems include, but are not limited to: a) Accept video and command signals in the HOTLINK protocol, as implemented in the JSOW. b) Convert the serial uncompressed HOTLINK video to an uncompressed parallel BT.656 stream. c) Convert and output the parallel BT.656 stream to a serial IRIG-106 Chapter 4, Class I compliant, serial data and clock streams. d) Compress video in a standard MPEG compliant H.264 format capable of being decompressed with Commercial Off the Shelf (COTS) software. e) Shall weigh no more than 2 pounds and have dimensions not to exceed 3 inches high x 4 inches long x 4.3 inches wide. f) Shall be rugged enough to remain operational in a military grade environment Upon Government determination of a successful passing of the preliminary design review, critical design review, and production readiness review (PRR), the Contractor shall acquire and/or build VTIK encoder systems and deliver a quantity of 45 systems to the Government on due dates as specified in the contract. Prior to reaching the PRR, the Contractor shall deliver one first article VTIK encoding system and one first article test system to the Government. *PROCUREMENT TYPE Competitive Small Business Set-Aside The solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about (insert date).
