- The Western New York Healthcare System, Buffalo VA Medical Center, is seeking information from offerors who can provide all labor, material, equipment, tools, supervision and supplies to provide janitorial services at the Buffalo Day Treatment Center, 2955 Main Street, Buffalo, New York 14214-1003. The Day Treatment Center is approximately 17,000 SF and provides outpatient health services in a clinic type facility for Veterans from the greater Buffalo area. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this RFI will not be returned. It is the intent of the Contracting Office to use this for market research purposes. The Government shall not reimburse the costs of preparing responses to this request for information. The Department of Veterans Affairs Network Contracting Office 2 is seeking potential Service Disabled Veteran Owned Small Business (SDVOSB) sources. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 561720 - Building cleaning services, janitorial. The size standard for NAICS 561720 is $18.0 million. The Government is interested in all small businesses. Please indicate if your company is any one or more of the following including: 8(a), Historically Underutilized Business Zone (HUB Zone), Service Disabled Veteran Owned Small Business (SDVOSB), Veteran-Owned Small Business, Woman-Owned Small Businesses (WOSB), Minority-owned Small Business, or any other socio-economic small business status, that are interested in performing this requirement. The Government requests interested parties submit a brief description of their company's capabilities, business size (i.e. annual revenues and employee size), business status (i.e. 8(a), HUB Zone, WOSB, SDVOSB), anticipated sub-contracting arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving sub-contracting agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partner(s). The Government will use this information in determining its small business set-aside decision. Respondent must be able to meet specifications required in the Draft Statement of Work (attached). CAPABILITIES STATEMENT: Interested parties must submit a Capabilities Statement, with the cover sheet provided completed, brief and concise, yet clearly demonstrating ability to meet the stated requirements. Interested companies may submit a capabilities statement not to exceed two (2) typed pages 8.5" x 11". The Capabilities Statement should clearly present evidence that the interested party feels is relevant. Interested contractors shall submit evidence of providing commercial cleaning and janitorial services in a hospital, clinic, outpatient center and/or doctors' offices for a similar sized facility. Please include your capability to respond to emergency spills and cleanups during normal business hours. Capabilities Statements are to include the information in the attachment to this sources sought synopsis and title the Subject line for the response: BUFFALO DAY TREATMENT CENTER CAPABILITIES STATEMENT FOR JANITORIAL SERVICES: Your Company name. Any offeror capable of providing this service shall notify the Contracting Officer by email no later than July 27, 2016 at 2:00 PM EST.
