- Justification and Approval This is a combined synopsis/solicitation for annual subscription satellite television programing commercial items brand name specific, Dish Network located at Office of Naval Intelligence, Suitland Road Maryland, 20395-5720. See attached Justification and Approval. This annual subscription is for programming only and will NOT require any installation or hardware. The requiring agency has the necessary equipment and an exosting account number - a new account number is not needed. This synopsis/solicitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular current to 2005-87. The associated North American Industrial Classification System (NAICS) code for this procurement is 515210 with a small business size standard of $38.5M. Period of performance includes a base and two option years. The following is a list of the programming services required (Installation or hardware not required): Eleven receivers: Basic channels only (an example is Americas Top 120) Arabic Elite Super Chinese Great Wall TV French Bouquet Six receivers: Arabic Elite Super Chinese Great Wall TV Pan-African: Bouquet International Basic The government intends to issue a Firm-Fixed Price (FFP) award based on the lowest priced technically acceptable (LPTA) quote. In order to be considered for award, the quote must be determined to be technically acceptable. Offerors providing the required television programming services will be considered technically acceptable. Criteria under the LPTA process are judged on a pass-fail basis only. No other rating or qualitative value will be assigned. Price shall be evaluated only on quotes deemed technical acceptable. Quote submittal must, at a minimum show: (1) solicitation number, (2) price, (3) name, address, and telephone number of offeror, (4) Taxpayer Identification Number, (5) CAGE Code and (6) DUNS Number. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.
