FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66- Instruments and Laboratory Equipment SUBJECT: Purchase of Eppendorf Transferman 4r 120V/60Hz manipulator and T4m/r, I4, Universal stand NK4/NI4 SOLICITATION NUMBER: NB643090-16-04609 RESPONSE DATE: 15 days after posting Synopsis: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Eppendorf North America, Inc. located at 102 Motor Parkway, Hauppauge, NY 11788 to purchase; (1) Eppendorf Transferman 4r 120V/60Hz manipulator (Material Number 5193000020) and (1) T4m/r, I4, Universal stand NK4/NI4 (Material Number 5192325007 to allow the performance of three simultaneous and independent manipulations of samples. The sole source justification is based on the following: NIST currently uses a custom integrated system consisting of a microscope with two Eppendorf Transferman manipulators and computerized control allowing coordinated movements of the manipulators. The two current manipulators are unable to complete all required tasks. A third manipulator system (controller and motion actuation) is required to allow the performance of three simultaneous and independent manipulations of samples, and the additional manipulator must integrate with the current computerized control to allow for coordinated motion between all three manipulators. Eppendorf North America, Inc. Transferman 4r 120V/60Hz manipulator and T4m/r, I4, Universal stand NK4/NI4 were found to be the only products and services that could meet NIST's requirements while also being compatible with NIST's current Microscope and two Eppendorf Transferman Manipulators. Market research has shown that Eppendorf North America, Inc. is the sole company who can provide this equipment to NIST. Given these facts, Eppendorf North America, Inc. is the only source reasonably available to provide the required equipment. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 3:00 pm EST August 8, 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
