- Performance Work Statement - Sexual Assault Clinical Training Course Sources Sought Notice HDQMWR-16-I-0002 Commander Navy Installations Command Acquisition Branch 1.0 Description 1.1 The Commander Navy Installations Command (CNIC) in support of the Fleet and Family Support Programs is seeking information on how an interested contractor could provide Sexual Assault Clinical Counselor Training per the below Performance Work Statement (PWS). 1.2 THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This Source Sought Notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the NAFI to contract for any supply or service whatsoever. Further, the Non-appropriated Fund Instrumentality (NAFI) is not at this time seeking proposals/quotes and will not accept unsolicited proposals. Respondees are advised that the NAFI will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it is expected be synopsized on the Federal Business Opportunities (FedBizOpps) website if adequate sources are available. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background The Chief of Naval Operations (CNO) announced five initiatives to drive Sexual Assaults to zero. Initiative number two established dedicated clinical counselors within Fleet and Family Support Centers (FFSC) as a resource for victims and to replicate the counseling support provided under the Navy Family Advocacy Program for Sailors impacted by sexual assault. In order to meet standards in the CNO's initiatives, Commander, Navy Installation Command (CNIC) is coordinating a mandatory training for all clinical counselors on providing effective treatment for victims of sexual assault. 2.1 Period of Performance: August 1, 2016 - November 16, 2016 2.3 Limitations: See PWS 2.4 Security Requirements: N/A 3.0 Requested Information and Sources 4.0 Responses 4.1 Interested parties are requested to respond to this notice with a white paper. 4.2 White papers in Microsoft Word for Office 2010 compatible format are due no later than July 28, 2016, 3:00 CST. Responses shall be limited to 4 pages and submitted via e-mail only to Jackie.Primer@navy.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the NAFI, please segregate proprietary information. Please be advised that all submissions become NAFI's property and will not be returned. 4.3. Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 4.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2. Recommended contracting strategy. 4.3.3. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 611310, Colleges, Universities, and Professional Schools. 4.4 Section 2 of the shall describe the offerors ability to meet the requirements specified in the PWS. 5.0 Industry Discussions CNIC representatives do not anticipate meeting with any potential offerors before award. However, the NAFI may request clarifications to determinate potential offerors ability to supply the NAFI's requirements. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address. Verbal questions will NOT be accepted. Questions will be answered by posting answers directly to all interested personnel. The NAFI does not guarantee that questions received after 27 July 2016 will be answered. Questions should be sent directly to Jackie.Primer@navy.mil. 7.0 Response Date The response date for this sources sought is March 6, 2015. No collect calls will be accepted. No telephone request or written requests for the market survey will be accepted 8.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Sexual Assault Clinical Counselor Training per the attached PWS. The information provided in the RFI is subject to change and is not binding on the NAFI. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
