Description
Technical Assistance The purpose of the project is to study the growth rate of health care spending in the private sector from 1999 to 2015. The contract involves technical assistance (mainly in the form of SAS programming services from Truven analytics) to perform the following tasks using the Truven Marketscan data: The purpose of the project is to study the growth rate of health care spending in the private sector from 1999 to 2015. The contract involves technical assistance (mainly in the form of SAS programming services from Truven analytics) to perform the following tasks using the Truven Marketscan data: 1. Summarize spending and utilization per enrollee, by type of services and type of providers for 1999-2015 (specifications have been provided by ASPE). Averages are weighted by the MEPS weights. 2. Compute the annual HCC risk adjustment factors for each enrollee for 1999-2015. This would involve computing the risk scores for community, institutional, ESRD, and prescription drugs in order to summarize the scores into an annual score for each enrollee. The methodology will have to be approved by ASPE. 3. The deliverables are SAS analytical data sets, SAS codes, and documentation of the data and methods that were used for the above steps. 4. Present the key results in tables per ASPE's specifications
