Description
The U.S. Geological Survey (USGS) is has a requirement for a one year ORCiD Subscription. Uses of services available through ORCiD subscription are necessary to meet the requirements of the USGS Public Access Plan. The Public Access Plan applies to scholarly publications and unclassified or otherwise unrestricted digital research data (i.e. digital data required to validate research findings) produced in whole or in part by the USGS, contract employees, financial assistant awardees, other grantees, and other contractor entities where the publication and data are produced with complete or partial USGS funding, unless otherwise prohibited by law, regulation or policy. The subscription will provide support to USGS in integrating ORCiD iDs into multiple systems (vendor hosted and USGS hosted), provides analytics and reporting, and will support data synchronization.. The subscription includes but is not limited to the following services: 1)Access to the Member Application Program Interface, API, which facilitates registration, deposit, editing, and updating of Record Data and/or read Limited Access Data, with permission from an individual ORCiD ID holder ("opt-in"). 2)Personalized technical support, integrated application user acceptance testing, a monthly newsletter, and invitations to public events hosted by ORCiD. 3)Monthly Data File access and analytics reporting capabilities. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to ORCid, unless it is contacted by any vendor who believes they can provide the same service. Vendors are invited to contact the Contract Specialist, Nicole Johnson (nsjohnson@usgs.gov) no later than 12:00PM EST, Monday, August 8, 2016 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor ¿s unique qualifications: To meet the objectives in the White House Office of Science and Technology Policy ¿s (OSTP) memorandum, Increasing Access to the Results of Federally Funded Scientific Research, Executive Order 13642 Making Open and Machine Readable the New Default for Government Information, and the May 9, 2013 Office of Management and Budget, memorandum Open Data Policy ¿Managing Data as an Asset, the U.S. Geological Survey developed the Public Access to Results of Federally Funded Research at the U.S. Geological Survey: Scholarly Publications and Digital Data. The USGS Public Access Plan outlines a framework to increase public access to USGS-funded and authored scientific publications and digital scientific data. USGS produces thousands of science publications and data sets each year. To support the Public Access Plan reporting requirements, ORCiD is the only identifier that is not platform specific whereas other identifiers such as ResearchID, PubMed Author ID, and Scopus Author Identifier are based on a specific platform such as ¿Web of Science ¿. ORCiD has also partnered with aforementioned identifiers and the following publishers such as American Geophysical Union (AGU), Nature Publishing Group, The Royal Society, Public Library of Science (PLOS), IEEE and Science. The latter often require authors to have an ORCiD before they can publish an article with them. The library industry does regular work with ¿identifying ¿ software/programs and is aware of other options such as ResearchID, PubMed Author ID and Scopus. However, these entities do not meet the Government ¿s minimum needs as they are all platform dependent and do not comprehensively cover all the journals where USGS authors publish. Other subscriptions to ID services are platform specific and therefore would restrict the availability of the ID services, losing out on cross-functionality as required by the USGS.
