PRE-SOLICIATION NOTICE: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL The Department of Veterans Affairs, West Palm Beach VA Medical Center intends to release Solicitation VA248-16-Q-1298 for services to be performed at the Orlando VA Medical Center located at 13800 Veteran Way, Orlando, FL 32827. This solicitation requires services for Fire Protection Inspection, Monitoring and Maintenance Service. This includes providing all management, supervision, personnel, services, materials, supplies, facilities, transportation, general and specialized equipment necessary to provide test and documentation for quarterly, semi-annual and annual inspection, testing and emergency repairs of Fire Alarm and Water-Based Fire Protection Systems to include FACP Panel 24/7 Monitoring Service and Fire Suppression System Exhaust Hoods. These services will be performed at the Orlando VA Medical Center, Lake Nona Campus, Lake Baldwin Outpatient Clinic, Lakemont Campus, Viera Outpatient Clinic and four Community Base Out-patient Clinics. The forthcoming solicitation is anticipated to result in the award of a firm fixed-price contract to include one base year and four, one-year option periods. Offerors are required to provide a testing proposal that meets current state of Florida statutes, NFPA 72 standards and Joint Commission on Accreditation of Healthcare Organization (TJC) Safety requirements and frequencies. This acquisition shall be unrestricted, Service Disabled Veteran Owned Business set-aside under the North American Industry Classification System (NAICS) code 561621. The size standard is $11.5 million. This information is for classification purposes in the representation and certification portion of the Request for Proposal (RFP). This notice is not a Request for Proposal. The anticipated date for release of solicitation is on or before July 22, 2016 with estimated offer due date of 08/12/2016 at 5:00 pm EST. Solicitation will be electronically issued in commercial item format in accordance with FAR Part 12 and 13 and will be posted on FedBizOps. All questions FOLLOWING issuance of solicitation will be submitted via email, no later than August 4, 2016 at 12 Noon EST to Susan.Griffin2@va.gov. referencing solicitation number VA248-16-Q-1298 in the subject line (no telephone requests will be responded to). Answers to questions will be provided via solicitation amendment. It is anticipated that the resulting contract will be awarded to the offeror representing the best value, based on technical capability and price. All prospective offerors are responsible to visit the FedBizOps website at: www.fedbizopps.gov frequently to obtain any amendments or other information pertaining to this solicitation. Contractors must be registered in the System for Award Management (SAM) in order to receive a contract award. Contractors may access SAM at https://www.sam.gov. All Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) shall be verified in VetBiz www.vip.vetbiz.gov.
