- Re-posted announcement: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 63093201143 and this solicitation is issued as a request for proposal (RFP) Subject to Availability of Funds (SAF) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-88. This solicitation is full and open competition. The associated North American Industry Classification System (NAICS) code is 335314 -- Relay and Industrial Control Manufacturing and the small business size standard is 750 employees. The US International Boundary & Water Commission is requesting four (4) EACH - Repair of Gates Hoist Gearboxes No. 1, 2, 3, & 5. All supplies, parts and materials shall be made in the USA. Offerors are encouraged to have a pre-solicitation meeting at the Amistad Field Office followed by a site visit. Vendors are urged to attend with the understanding that the successful vendor shall be deemed to have visited the site and satisfied themselves regarding any condition that may affect the cost of the contract performance. This is a SAF (Subject to Availability of Funds) solicitation. Funding is not presently available. Refer to attached Scope of Work and Summary of Technical Specification to include dates and places of delivery, acceptance and FOB point. Offer Due Date/Local Time: August 12, 2016, 3:00 PM MST Q&A will be accepted by 8/03/16 via email ONLY to angelica.baca@ibwc.gov Questions received from Offerors after this date will not be responded to. The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Please offer best pricing with initial discounts. Past Performance - Provide three (3) references for same or similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and any addenda. The provision at 52.225-1, Buy American Act Supplies. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
