Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. The intent of this notice is to identify potential offerors for information and planning purposes and is not to be construed as a commitment by Naval Facilities Engineering Command (NAVFAC) Far East, Facilities Engineering and Acquisition Division (FEAD) Iwakuni, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice in accordance with FAR 15.201(e). The Government is not responsible for the cost associated with any effort expended in responding to this notice. NAVFAC Far East FEAD Iwakuni is currently seeking potential sources for a Base Operation and Support (BOS) Contract at Marine Corps Air Station Iwakuni. Currently, Iwakuni actively manages twelve service contracts. FEAD Iwakuni would like to consolidate five of those contracts and add additional requirements to create a large BOS contract. The five contracts FEAD Iwakuni is looking at consolidating are (1) Base wide Custodial Services, (2) Grounds Maintenance Services, (3) Housing Maintenance Services, (4) HVAC Maintenance Services, and (5) Kitchen Exhaust Systems Cleaning and Maintenance/Repair Services. In addition to consolidating these 5 contracts, FEAD Iwakuni is considering adding the following requirements: (1) Airfield Paint, Joint Sealant, and Rubber Removal; (2) Trouble Calls for Housing and DoDEA Schools; and (3) Minor Construction. The Government is seeking information from potential sources in order to determine the possibility and contractor capacity for a BOS contract. This information will be used to determine immediate and future acquisition strategies. Brief summary of the required services: Base Operation and Support Contract at U.S. Marine Corps Air Station Iwakuni, Japan (MCASI). (1)Base wide Custodial Services: Provide cleaning services for public spaces, office spaces, restrooms, showers, laundry rooms, classrooms, theater, bowling alley, chapel, and more. (2)Grounds Maintenance Services: Provide lawn care to include mowing, trimming, edging, vegetation control, and debris removal. (3)Housing Maintenance Services: Provide cleaning services to ensure units are clean before occupants move into the housing unit. Maintain, test, and repair HVAC systems in Housing. Includes preventive maintenance, trouble calls, and seasonal start up/shut down. (4)HVAC Maintenance Services: Maintain, test, and repair HVAC systems for the base. Includes preventive maintenance, trouble calls, and seasonal start up/shut down. (5)Kitchen Exhaust Systems Cleaning and Maintenance/Repair Services: Provide inspection, cleaning and repair for kitchen exhaust systems. (6)Airfield Paint, Joint Sealant, and Rubber Removal: Provide airfield marking, replace joint sealant, and remove rubber from runway and taxiway areas on the runway. (7)Trouble Calls for Housing and DoDEA Schools: Provide trouble call response for Housing and 4 schools (High School, Middle School, and two Elementary Schools) to include electrical, utilities, and other maintenance issues. (8)Minor Construction: Provide minor construction services which do not require professional engineer design and oversight. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, and transportation, except otherwise specified herein, necessary to perform the requirements listed above. The resultant contract for this acquisition will be for a basic period of one year and eight (8) one-year option periods with an anticipated start date FY17. Potential Offerors are requested to complete and return Attachment 1: Questions, Comments, and Market Research. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online (Asia NECO) at https://asia.neco.navy.mil when it is posted in approximately late Fiscal Year (FY) 2016 or early FY 2017. Contractors must be registered in the System for Award Management (SAM) database in order to be eligible for award. Interested contractors not already registered in the SAM database are highly encouraged to do so http://www.sam.gov. Registration in SAM is free. Submission Instructions: Interested contractors are invited to submit a response to this Sources Sought Notice by 11:00 a.m. Japan Standard Time on 9 Aug 16.
