- The National Park Service intends to issue a solicitation for a contractor to provide all labor, supervision, materials, equipment, and supplies to asphalt seal and stripe Camp Hill parking lots at the Harpers Ferry National Historical Park. Specifications and photos will be provided with final solicitation documents. The Solicitation No. is P16PS02253. Project Magnitude is between $50,000 and $100,000. One (1) firm-fixed price contract will be awarded on a best value basis. Technical evaluation factors will be included in the Request for Quote. Davis Bacon Prevailing Wages for Jefferson County, WV will apply. The North American Industry Classification System (NAICS) code is 238990 with a size standard of $15.0 million. This requirement is a 100 percent small business set aside. A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. The official Request for Proposal and its attachments will be issued and available approximately August 8, 2016 and will be posted to the Federal Business Opportunities (FBO) at https://www.fbo.gov and FedConnect at https://www.fedconnect.net.
