Description
Medical Q-Coded Services (MQS) Industry Day The Defense Health Agency (DHA) Contracting Operations Division - San Antonio (COD - SA), is conducting an Industry Day to promote an early exchange of information in a market research effort in anticipation of awarding a common sourcing platform that will provide medical services under Product Service Code (PSC) Q for the Military Health System (MHS). Background : DHA and the Military Department (MILDEP) Surgeon General's operate Military Treatment Facilities (MTFs) world-wide that make up the direct care delivery system. The complement of MTFs include clinics (stand alone, non-bedded facilities), community hospitals, and medical centers with teaching responsibilities, which are staffed by Department of Defense (DoD) military personnel, civilian employees and contract staff. The contract staff is comprised of numerous medically-related occupations. These include health care workers in the following broad functional categories supporting inpatient and outpatient facilities: •Physician Services (includes primary and specialty care physicians) •Nursing Services (includes Licensed Practical / Vocational Nurses, Registered Nurses, Advance Practice Nurses and other Specialty Nurses) •Ancillary Services (includes clinical positions other than nursing, physicians, or dental) •Dental Services (includes dentists, dental specialists, hygienists, assistants and technicians) The acquisition that will make up the DHA common sourcing platform will consist of functionally segmented (e.g., Physician, Nurse, Ancillary, and Dental), multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ), Firm Fixed Priced (FFP), Commercial contracts using both personal and non-personal service arrangements. The contracts will have a 5-year ordering period, with no option periods at the contract level (options may be applied at the Task Order level). The acquisition will be a total small business set-aside. The DHA common sourcing platform will be designed to allow MTFs within each of the MILDEPS (Army, Air Force, and Navy) and DHA to acquire medical and dental staffing services to augment the existing military and civilian staffs in a standard, cost effective, and efficient manner. It is not mandatory that you attend Industry Day. Questions regarding the Example Request for Proposal (RFP) may be submitted as indicated below, and will be answered regardless of event attendance status. Previous Federal Business Opportunities (FedBizOpps) notices related to this acquisition were three Requests for Information (RFI) numbers HT0014MQSRFI102014, HT0015MQSRFI072015, and HT0015MQSRFI042016. MQS Industry Day Specifics : Date: 11-12 August 2016 Time: 8:00 am - 4:00 pm Eastern Time Location: Hope Hotel and Conference Center 10823 Childlaw Road Dayton, OH 45433 Phone (937) 879-2696 Day 1 (11 Aug) will consist of a full-day, group format, discussion regarding the Example Request for Proposal (see below for Example RFP release date). Day 2 (12 Aug) will consist of 15 minute appointments should companies wish an appointment to speak to the Government face-to-face (space is limited to first come, first served). Appointment times for Day 2 will be scheduled at the time of check-in on Day 1. Target Audience : Small Businesses Registration Process : Vendors must register to attend. Registration is free and required. Only two representatives per company are allowed to register and registration is on a first come, first served basis. Registration will be open from 11 July 2016 through 5 August 2016 or when the limit of 375 people is reached, whichever occurs first. In the event capacity for the event is reached, notification that registration has closed early will be posted under this notice. Only registered participants will be checked in and permitted into the meeting space. Contact information is necessary so additional information can be provided to participants if applicable. All registered participants must bring a company identification badge for registration the day of the event. Walk-in registration will NOT be allowed. No meals or beverage will be provided at the event. Agenda/Slides : The Agenda and Slides will be emailed to registered participants prior to the event and will posted on FedBizOpps under this notice following the event. Example RFP and Questions : The Example RFP will be posted on FedBizOpps under this notice on or about 20 July 2016. Instructions for submitting questions will be included at the time the Example RFP is posted. Questions will be accepted from the time the Example RFP is posted through 3 August 2016. Questions received by 3 August 2016 and subsequent answers including those from Industry Day will be posted under this notice at a later date. Arrival : The entrance to the Hope Hotel and Conference Center is located adjacent to Wright-Patterson Air Force Base, at Gate 12A, on Route 444. No base pass is required. The security level of the event is "Unclassified." Public Accommodation : The location of this meeting is wheelchair accessible. Any individual who requires special assistance such as a sign language interpreter or other accommodation to attend this public meeting, or requires the information presented in an alternate format should identify this requirement in the email registration request. Turn left on Ohio 444 3. At the next light, turn right. (As if to go through Gate 12A) 4. As you make the turn, bear right and turn into the entrance of the Hope Hotel From the Airport 1. Follow I-70 East to Exit 41 2. At Exit-41 turn right on to Ohio 4 3. Follow Ohio 4 to Ohio 444 (Turn right just after the overpass.) 4. Follow Ohio 444 to Gate 12A 5. Make a left turn at Gate 12A 6. As you make the turn, bear right and turn into the entrance of the Hope Hotel
