- THIS IS A PRESOLICITATION NOTICE ONLY FOR THE PORT LIONS NAVIGATIONAL IMPROVEMENTS, PORT LIONS, ALASKA. OFFER OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. This solicitation will be a Total Small Business Set-Aside competitive procurement. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about 8 August 2016. Access to the documents will be through a link on the FedBizOpps website: http://www.fbo.gov. Use the Advance Search function and use this solicitation number to Search by Solicitation/Award Number. Any future amendments to the solicitation will also be available for download from the FedBizOpps website. DESCRIPTION OF WORK: This project is for the construction of a new detached rubble mound breakwater at Port Lions, 700 feet in length, located northeast of the existing breakwater. The new breakwater will protect the design fleet from northeast waves. Additionally, the project will extend the existing breakwater approximately 145 feet; which will connect the existing breakwater with the shoreline. The existing mooring basin will remain unchanged. The existing floating breakwater will remain in place. The basin will provide protected moorage for a total of 124 commercial and subsistence vessels ranging in length from 22 to 55 feet. The existing basin depths range from - 14 feet MLLW near the entrance channel to -8 feet MLLW at the near-shore extent of the basin. Because the authorized project will not have any significant adverse effects, no mitigation measures (beyond management practices and avoidance) or compensation measures are foreseen at this time. The estimated award date is September 30, 2016. The period of performance is 450 days after receipt of the Notice to Proceed. The Estimated Magnitude of Construction is $5,000,000 - $10,000,000. The North American Industrial Classification System (NAICS) code is 237990, which has a size standard of $37.5 million for a potential acquisition. This project is contingent on availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All offerors are advised that they must be registered in SAM https://staging.sam.gov/portal/public/SAM/ in order to receive an award. Joint ventures must also be registered in SAM as a joint venture. We advise offerors to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. Contractor shall comply with commercial and industry standards, and all applicable federal, state, and local laws, regulations and procedures.
