- CORNET MAINTENANCE PLAN (see attached solicitation; attached provision to be returned with quote). The proposed contract action is for ommercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b).Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. This is a SOLICITATION for a commercial service using Simplified Acquisition Procedures under FAR Part 13, which will be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The reason for this Synopsis is to allow the Solicitation to flow to FBO. Per FBO requirements, a Synopsis is required per FAR 5.203 prior to issuance of any solicitation; however, since the exception in FAR 13.106-1(b) is being utilized and NOT FAR 6.302, a Synopsis need not be utilized. Also, per FAR 5.202 (a)(13), The contracting officer need not submit the notice required by 5.201 when(a) The contracting officer determines that (13) The proposed contract action (i) Is for an amount not expected to exceed the simplified acquisition threshold; (ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE; and (iii) Permits the public to respond to the solicitation electronically This commercial under SAT Requirement falls under this exception.
