ATT 0003 Clause Addendum 22 July 2016 ATT 0002 Price Matrix 22 July 2016 ATT 0001 Performance Work Statement 18 May 2016 W52P1J16R0084 24 July 2016 1. This Request for Proposal (RFP) W52P1J-16-R-0084 is issued pursuant to Federal Acquisition Regulation (FAR) 13.5. FAR 13.5 authorizes the use of simplified procedures for the subject acquisition. The Army Contracting Command - Rock Island (ACC-RI) hereby requests your proposal for Cellular Phone Services in the Central Command Area of Responsibility, primarily in Kuwait, supporting the Surface Deployment and Distribution Command (SDDC) 595th Transportation Terminal Group (TTG). 2. Services shall be performed in accordance with the Performance Work Statement (PWS) dated 18 May 2016 (Attachment 0001). The Government intends to award a Firm-Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract to the responsible Offeror whose proposal conforms to this RFP and will be the most advantageous to the Government. The subject contract will include three option periods. Option periods are considered ordering periods under this IDIQ contract vehicle: Base Period: 01 October 2016 through 30 September 2017 Option Period 1: 01 October 2017 through 30 September 2018 Option Period 2: 01 October 2018 through 30 September 2019 This solicitation includes two (2) one-year evaluated option periods. The Government reserves the right not to exercise the options for any reason, including but not limited to, unsatisfactory performance. Contractors will be required to provide pricing for each option/ordering period. 2.1. Task Order Guidelines: The Contractor shall perform in accordance with the specified Government issued task orders. A task order is the only official document to be used by the Government to request services from the Contractor for the requirements described in the attached PWS. The Contracting Officer is the only individual authorized to issue task orders. Each task order will clearly describe the period of performance to accomplish the required services. 2.2 Task Order Flexibility: It will be imperative for the Contractor to remain flexible to accommodate increased workloads based on the issuance of new task orders from the Contracting Officer. 2.3 Other relevant information shall always be in writing and shall be addressed to the Contracting Officer or the Contracting Officers Representative (COR). 2.4 The Contractor is not authorized to commence work prior to the issuance of a signed task order by the Contracting Officer to begin work. No unfunded and/or optional tasks will be allowed under this contract. 2.5 Task orders or modifications to the task orders will be issued by electronic commerce. 3. The guaranteed minimum dollar amount of this contract is $5,000.00. The maximum value for this entire procurement will be $900,000.00. There is no guarantee that the Government will order the maximum value under this procurement. An award under this solicitation in no way obligates the Government to place additional task orders beyond the guaranteed minimum amount. Task Order 0001 will be awarded at time of base award. 4. The solicitation closing date and time are as follows: Date: 8 August 2016 Time: 1200 Central Time Proposals shall be submitted electronically only. Late proposals may be rejected. Competition and Evaluation: 5. Contractors who have the required technical capability, as specified in the PWS, proving they can provide the required services in accordance with the PWS will be considered for contract award. Specifically, Contractors must be determined responsible and determined to be a technical GO in accordance with the criteria within RFP Sections, Instruction to Offerors and Evaluation of Offerors. Only those Offerors who are determined to be a technical GO in all technical evaluation sub-factors and elements will be considered for award. 6. The basis for award will be Lowest Price Technically Acceptable (LPTA) by evaluation of the Offeror's proposal using the evaluation factors listed in this RFP. The Contractor's technical ability must satisfy all requirements of the PWS. 7. The Government anticipates price competition; therefore, cost data is not required to be submitted with the Offeror's proposal. However, the Government reserves the right to request cost data if necessary for a price analysis. 8. EVALUATION CRITERIA: A LPTA GO/NO-GO evaluation process shall be utilized. Offerors will be provided the opportunity to submit offers to be evaluated in accordance with RFP Section, Evaluation of Proposals. The Government intends to award a FFP IDIQ contract without exchanges with Offerors. However, the Government reserves the right to conduct exchanges with Offerors, if necessary. Offerors will be evaluated on a Go/No-Go basis using the following criteria for the three (3) Technical Approach sub-factors: 1) System Security 2) Service Capability, and 3) Transition. Offerors will submit their proposal in two (2) volumes. Volume I will consist of the Technical Proposal for Cellular Phone Services, and Volume II will consist of the Price Proposal for Cellular Phone Services. The Offeror is requested to enter its CAGE Code on the price matrix in the block with its name and address. The CAGE code must be for that name and address. Volumes will be submitted in accordance with RFP Section, Instructions to Offerors. 9. Offerors are cautioned to ensure their proposal is fully complete, including their price matrix (Attachment 0002) and all fill-ins in the solicitation. 10. This solicitation is issued subject to the Availability of Funds. This solicitation is currently not funded. Each task order issued pursuant to this contract will be funded separately. The Government reserves the right to not fund all CLINs. Task orders issued under this contract vehicle are subject to the availability of funds at the time of award. Funds will be certified, subject to the Availability of Funds (see FAR 52.232-18) if appropriated by Congress. In addition, incremental funding is projected for this procurement. 11. Interested Contractors should submit all documentation to satisfy the requirements set forth in RFP section Instructions to Offerors. Contractors shall provide certification and representation with the RFP document (FAR 52.212-1 and DFARS 252.212-7000), and a signed copy of this RFP and any amendments, signed by an individual with authority to bind the company, electronically to both Mr. Corbin De La Cruz at corbin.t.delacruz.civ@mail.mil and Ms. Michelle Lund at michelle.m.lund3.civ@mail.mil. These documents must be received by 8 August 2016 at 1200 Central Time. 12. Invoicing instructions shall be provided at time of award. A DD250 will be required. The WAWF Clause 252.232-7006 has been included in the Clause Addendum should anything change. 13. This RFP should not be discussed with any Government employee except the Contract Specialist, Ms. Michelle Lund and the Contracting Officer, Mr. Corbin De La Cruz. Failure to adhere to this restriction may be grounds to declare your firm ineligible for consideration of any award resulting from this competitive acquisition. 14.
