- This is a Request for Quotes (P16PS02033) for asphalt paving of sections of the White River Road in Mount Rainier National Park in Washington. PROJECT DESCRIPTION: The work of this project will take place in five to seven areas along the White River Road. The asphalt overlay will be an approximate total area of 22,400 square feet and approximately 280 tons of asphalt required. Some sites may require a pre-level layer. The scope of work is to grind existing asphalt at each area, clean surface and apply tack coat and overlay two inches of HMA class 1 / 2inch commercial asphalt. Tamp and seal edges/joints as needed with AR4000. The contractor will have 30 calendar days to complete the project after the Notice to Proceed is issued. Construction must be completed by Sept. 15, 2016. PROJECT LOCATION: The location of this project is on the White River/Sunrise Road, located 44 miles south of Enumclaw, WA. The road begins at the intersection with Washington State Highway 410 and runs 15 miles to Sunrise within Mount Rainier National Park. The asphalt work is located within the first six miles of the beginning of this road. SITE VISIT: A Pre-Bid site visit will be held on Tuesday, August 2, 2016, at 10:00 am. Participants shall meet at the White River Entrance Station just off Hwy 410. Participation in the Pre-Bid site visit is highly recommended as it shall be the responsibility of the offeror to verify all required quantities. DETAILS: This is a best value procurement set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this project is 237310 and the small business size standard is $36.5 million, average annual gross receipts for the past three years. All work will be performed under a single firm-fixed-price construction contract subject to the Davis-Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $25,000 and $100,000. The RFQ is being issued using the Simplified Acquisition methods described in FAR Part 13. Payment protection (bond or irrevocable letter of credit) will be required after award. Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at www.SAM.gov. Prospective quoters must visit FBO periodically to check for amendments and other changes to the contract documents; no notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation. All eligible responsible sources may submit a quote which shall be considered by the National Park Service, however quoters who have not completed the SAM requirements prior to the RFQ due date and time will be considered either ineligible or non-responsive and will not be considered for award.
