Pre-Solicitation Notice PRE_SOLICITATION NOTICE THIS IS ONLY AN INFORMATIONAL NOTICE; THIS IS NOT A REQUEST FOR PROPOSAL. The General Services Administration (GSA), Northeast and Caribbean Region, Public Buildings Service, Design and Construction Division is pleased to announce an opportunity for the construction of multi-phase security enhancements at the Ron De Lugo Federal Building and U.S. Courthouse in Charlotte Amalie, St. Thomas, US Virgin Islands. The facility was constructed during the mid-1970s and requires these enhancements to address security vulnerabilities in a post-9/11 environment. The work includes construction of a new judges parking garage, new U.S. Marshal's vehicle sally port, and new prisoner and Judges' elevators, all annexed to the original building, and renovation and reconfiguration of the building interiors in order to provide separate circulation paths for the judges, prisoners and tenants/public. The project will also enclose the exterior stairwell at the front of the building with glass. The Courthouse will remain fully occupied throughout the construction period In order to accommodate construction and maintain the mission of tenant agencies, swing space preparation and moves may be required for some tenants before moving to the permanent space. Construction is expected to occur in approximately seven (7) phases. All personnel working on this job will have to obtain a security clearance. The GSA will adhere to the following evaluation factors when determining contract award: Factor 1 - EXPERIENCE ON SIMILAR CONSTRUCTION PROJECTS. This will require three (3) similar projects, within ten (10) years. Factor 2 - QUALIFICATIONS OF KEY PERSONNEL. Factor 3 - PROJECT EXECUTION AND QUALITY CONTROL PLAN Factor 4 - PAST PERFORMANCE ON RELEVANT CONSTRUCTION PROJECTS. Submit one for each in Factor 1. Factor 5 - SMALL BUSINESS SUBCONTRACTING METHODOLOGY These three (3) projects must be similar in size, scope and complexity to the requirements identified in the solicitation. The work sequence requires the construction to be completed within 37 months from the date of the Notice to Proceed. The contract will be procured in accordance with FAR Part 15 - Contracting by Negotiation utilizing Source Selection processes and techniques. The source selection evaluation approach for this procurement will be best value using a trade-off. For this procurement the non-price evaluation factors, when combined, are weighted equal to price. The Request for Proposal will be available on or about August 5, 2016 or minimum 15 days after posting of this notice, whichever is later. Estimated construction cost is between $10,000,000.00 and $20,000,000.00. This acquisition is full and open competition. The applicable North American Industry Classification System (NAICS) code is 236220 and the Small Business Administration (SBA) size standard is $36.5 million dollars in annual receipts averaged over a concern's latest three completed fiscal years. All contractors must be registered in the Central Contractor Registration (CCR) prior to award. CCR requirements may be viewed via the internet at www.sam.gov. The Request for Proposal (RFP) will only be available electronically. No hardcopies, faxes, or emails will be available. Please register as a source to be notified of RFP amendments, clarifications, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBO website regularly to ensure they have all available information. NOTICE: Pre-Proposal Conference/Site-Visit/Small Business Forum A pre-proposal conference will be held to promote a better understanding of the RFP for prospective offerors prior to their preparation and submission of proposals. A Pre-Proposal Conference date is on or about August 30-31, 2016 and will be announced on FBO website.
