REQUEST FOR INFORMATION (RFI)//SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR QUOTATIONS BUT IS FOR INFORMATION AND PLANNING PURPOSES ONLY! It does not constitute a solicitation and/or quote and is not to be construed as a commitment by the Government. NASA/KSC is hereby soliciting information about potential sources for: Flight turbine hydrazine rated flow meter procurement will require the following approximate hardware quantities of items as deliverables under the basic contract: First article / flight qualification hardware will involve at least one (1) each turbine flow meter with 3/8" tube interfaces and 0.1 to 1.0 GPM range with a 1% full scale accuracy (or better). Operational flight acceptance tested hardware required is two (2) each turbine flow meters with 3/8" tube interfaces and 0.1 to 1.0 GPM range with a 1% full scale accuracy (or better). Engineering Test Unit hardware required is one (1) each turbine flow meter with 3/8" tube interfaces and 0.1 to 1.0 GPM range with a 1% full scale accuracy (or better) which has undergone a partial acceptance tested program. Pricing and delivery for options up to two (2) each turbine flow meters with 3/8" tube interfaces with a 1% full scale accuracy (or better). The North American Industry Classification System (NAICS) code proposed for this is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a size standard of 750 employees The National Aeronautics and Space Administration (NASA)Kennedy Space Center (KSC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for FLIGHT HYDRAZINE TURBINE FLOW METER. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 2 pages or less indicating the ability to perform all aspects of the effort described herein. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. All responses shall be submitted to Nicholas Potts no later than August 3, 2016 at nicholas.c.potts@nasa.gov. Please reference NNK16ZMS007L in any response. Any referenced notes may be viewed at the following URLs linked below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion.
