- Attachment 2-Instructions to Offerors Attachment 1- Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is issued under Request for Quote No. DTFR5316Q00009 and includes incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-88-1. The North American Industry Classification System (NAICS) Code for this procurement is 519110 "News Reporting Services" with a Small Business Administration (SBA) size standard of $27.5 million dollars. CLIN 0001 Base Period: Online Subscription for Congressional Monitoring, 11 users, Fixed Price CLIN 0002 Optional Period 1: Online Subscription for Congressional Monitoring, 11 users, Fixed Price CLIN 0003 Optional Period 2: Online Subscription for Congressional Monitoring, 11 users, Fixed Price Extended description: Bloomberg Government/CQ Roll Call (Or Equal Service) subscription for congressional monitoring services related to news, schedules, analysis, advanced federal legislation tracking, reporting & notification, and specialty legislative service. The following provisions and clauses apply to the solicitation The FAR Clause at 52.212-1, Instructions to Offerors-Commercial Items. Each offeror is required to submit their Request for proposal as specified in FAR Provision 52.212-1, Evaluation-Commercial Items; 52.212-2 Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications -- Commercial Item; 52.212-4 Contract Terms and Conditions - Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (applicable clauses included as an attachment) and 52.203-98 Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements. Interested vendors are reminded that award can only be made to a contractor who is registered in accordance with FAR 52.204-7. Additionally, in accordance with FAR 12.302, the FAR Clause at 52.212-1 is tailored to include addendum 1 below: Instructions: Interested vendors shall prepare their quotation in accordance with the attached 'Instructions for Vendors." Quote Submission: The Government will make award to the responsive, responsible firm, whose quotation represents the best value to the Government. Vendors shall submit a firm-fixed-price quotation for the base period and each option period. Quotations are due no later than Friday, July 29, 2016 at 1:00 PM local Washington, D.C. time and should be submitted via e-mail to Devona Jackson at devona.jackson@dot.gov. No late responses will be accepted. No telephone inquiries will be accepted.
