DRAFT REQUEST FOR PROPOSAL (RFP) For Mission Planning Support Contract III (MPSC III). Interested offerors should send a comments or questions to this Draft RFP NLT 2:00 PM on 04 August 2016. All responses or questions shall be submitted to the Contract Negotiator / Contracting Officer via email at kenneth.hernandez.1@us.af.mil. Background: This is in conjunction to the SOURCES SOUGHT SYNOPSIS Solicitation Number: FA8217-15-R-5011 that also contains the RFI and Industry Day information. The MPSCIII The objective of this procurement effort is to provide continued support of the Mission Planning System (MPS) which currently consists of the Unix Mission Planning System (UNIX­ MPS), Portable Flight Planning System (PFPS), and the Joint Mission Planning System (JMPS). These systems are paired with platform-unique software for aircraft and precision-guided weapons to create complex Mission Planning Environments (MPEs). The MPEs define the specific hardware and software approved for use on each weapon system. MPS sustainment support for this procurement includes the Mission Planning System Support Facility (MPSSF) which provides specialized MPS information technology and mission support services to Active and Reserve components of the Air Force, other joint commands and agencies, and 25 different allied countries. The requirement is to provide information technology services and sustainment of equipment, to include critical software and hardware maintenance, configuration management, software reproduction and distribution, technical documentation, training, and software security on over 75 different MPEs. These services span the full spectrum of mission planning support to the warfighters. The primary interface to operational units is provided via the System Support Representatives (SSRs); the on-site extensions of the MPSSF collocated with warfighters around the world. The SSRs provide mission planning systems administration (hardware and software), install software patches/updates, perform configuration control, software distribution, real time troubleshooting for aircrews, and submit discrepancy reports to the Help Desk. This procurement also includes the management, maintenance and sustainment of Mission Planning Central (MPC). MPC is a globally accessible collaboration platform utilized for all aspects of the Mission Planning Program. The Government does not intend to award a contract on the basis of this Draft RFP or to otherwise pay for information solicited. The information provided is considered informational purpose and may be utilized by the AF for the RFP. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. 2nd Industry Day - 09 Aug 2016 The government will hold a 2nd industry day on 09 Aug 2016 from 0730 to 1700 (Sign in from 0730 to 0800) at "The Landing" on Hill AFB. The purpose of the industry day is to ONLY discuss the RFP for MPSC III. Those interested in attending shall submit the names (Last, First, MI.) of all attendees (not to exceed 3 persons per company) and driver's license numbers/State and if they are a US citizen by 02 August 2016 at 0900. A record of industry day shall be made and furnished to all prospective bidders/offerors on a later date via current posting on FBO.
