- This is a Sources Sought Notice announcement only and is not a solicitation for proposals. The purpose of this announcement is to gain knowledge of potential qualified small business firms. Responses to this Sources Sought Notice will be used by the Government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District intends to procure Quality Assurance, Data Analysis and possible Training Services (in-person and/or computer based) in support of the SMS Builder Suite implementation at various military and government installations. The Government anticipates the award of a single Firm Fixed Price, Indefinite Delivery/Indefinite Quantity contract. The objective of the Quality Assurance (QA) and Training Services are to include the following: 1. QA. Provide all labor, supervision, subcontracts, materials, equipment, travel, plant and all other things necessary to authenticate data collection, accuracy and entry processes and procedures associated with SMS Builder assessments. Facility Condition Assessments (FCAs) will be performed under separate contract(s) and are not a part of this requirement. Selected awardee of any announced work for Quality Assurance and possible Training work will not eligible to propose as prime or subcontractor for Facility Condition Assessment work. 2. Training. Provide all labor, supervision, subcontracts, materials, equipment, travel, plant and all other things necessary to perform in-person and/or computer based SMS Builder training for end users on how to access data, prepare reports, interpret reports, and use of data. Contractor will be responsible for preparing training materials to include booklets, handouts, slides, etc. 3. The majority of the work will be located in the continental United States; however, some work may be located in areas assigned to Mobile District OCONUS locations. 4. The Contractor will be responsible for acquiring any and all security/local accesses for their employees and subcontractors required by the various military and government installations. Specifically, Mobile District intends to gain knowledge of potential small business sources and their size classifications, HUBZone, 8(a), Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, etc. relative to a requirement that, at this time, will be under the NAICS Code: 541690 - Other Scientific and Technical Consulting Services Small Business Size Standard: $15 million Note: If, after reviewing this notice your firm believes another NAICS is more appropriate, provide the rationale and justification. Your response is limited to 10 pages and shall include the following information : a. Company name, business address, CAGE code and points of contact with telephone numbers and email addresses. b. Business size classification in regard to NAICS 541690, to include socioeconomic designation of the company (i.e., HUBZone, 8(a), Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, etc.) c. QA. Your company's capability and experience related to SMS Builder environment to include familiarity with the initiative, data input, reports, etc. Discuss the makeup of your QA staff, potential subcontractors and their qualifications to perform quality assurance as related to analyzing design documents, facility maintenance data systems and activities, etc. d. Training. Your company's capability and experience related to training the end users of SMS builder on how to access data, prepare reports, interpret reports and use data to the benefit of the organization for setting up short and long term planning and budgets associated with SMS Builder Data, preparing training materials, booklets, handouts, power point presentations, both in person and in support of computer based training efforts. Discuss the makeup of your training staff, potential subcontractors and their qualifications to perform training of SMS Builder. Market research questions : a. How much of QA and Training will be self-performed by labor assigned to the prime contractor? b. Following contract award, what transition period, if any, would be adequate prior to start of work? c. What information and workload data is necessary to adequately scope a requirement as listed above as a firm fixed-price environment? Responses are due no later than August 9, 2016, 2:00pm central time. Responses received after this date and time may not be reviewed. Responses shall be submitted via email to Helene Mitchell, Contract Specialist at helene.s.mitchell@usace.army.mil. No responses will be accepted by telephone, mail or fax. Submission information will not be returned. There is no solicitation available at this time. If a solicitation is released it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements. It is the contractor's responsibility to monitor the Government's Point of Entry for the release of any solicitation. Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Notice.
