Solicitation Number: VA262-16-Q-1048Amendment Number A00003Page 1 of 4 This amendment is being issued to: a). Delete Item B.40 - Schedule of Services and Price/Cost on page 16. Prices are to be provided on pages 17 and 18, Appendix A. b). Add the response to questions. No further questions will be answered. Question 1: Can you provide the mechanical drawings for related to Building 500. Are the prints available electronically or only as a hard copy? Answer 1: Please refer to attached original mechanical drawings in electronic format. Contractors shall print their own hard copies. Please refer paragraph B10 note of Statement of Work: B.10 Documents: Note: The HVAC drawings are for reference only and may not indicate As Built conditions. It is the responsibility of the contractor to field investigate the HVAC duct system, actual site conditions and update the construction documents for accurate phasing and implementation of the required work. The contractor shall review ductwork distribution, mechanical boxes, utility routes, interstitial congestion, current emergency and operational signage, pedestrian flow, supply and debris paths, and other conditions for preliminary planning. Contractor shall turn in the As Built marked up drawings which will become part of the final report along with the photographic documentation and all other information included in the final report. Please refer to Paragraphs 14.2.3, B.31 Project Reports, B.32 Post Project Report of Statement of Work. Question 2: Are the exhaust system part of this contract. Answer 2: Yes. The exhaust system is part of this contract, as part of a complete air handler HVAC system including return and make up air. Question 3: For the schedule do you have any specific amount of time per year to do all the work or is that up to us? Answer 3: Please refer to Statement of Work Paragraph B.8. "The Contractor shall make available to the VAGLAHS the flexibility to clean ducts not only during business hours, but also after hours, weekends and holidays as needed." VA GLA will determine the time of the year based on availability of funds. Contractor shall mobilize and start work within a week's notice time provided by VA GLA. Question 4: In the scope it says to paint vents and replace flex duct, etc. Is this to be done on each or only as required? Answer 4: Contractor shall follow the scope requirements paint vents and replace flex duct for each air handler unit and their associated air ducts. VAGLA does not accept cleaning of flexible ducts. The grills are required to be cleaned and replaced in a like new condition. If the grills exhibit any rust or discoloration from use they are required to be painted. If the grills do not have any discoloration after being cleaned and appear like new they will not need to be painted. Question 5: Page 16 of 49 of the solicitation is the schedule of services and price/cost table. Line item 0001 is to clean the duct covering for AHU 34. I assume the description is short for cleaning AHU 34 and the ducting associated with this AHU. Is that correct? Why is AHU 34 separated? Answer 5: Table B.40 Schedule of Services and Price/Cost is deleted from Statement of Work. Contractor shall provide bids per Appendix A. The solicitation is for cleaning the interior of the Air Handler and the associated duct system. It is the intent of this contract to clean each air handler unit duct system at least one time during the period of the contract. No system will be cleaned twice while there are uncleaned systems remaining to be cleaned the first time during the period of this contract. Question 6: Page 17 & 18 of 49 is a list of all (44) AHU's with a required bid cost. Does this bid cost include the associated ducts or just the AHU? Answer 6: Bid cost includes the air handler and all associated ducts as full complete HVAC system. The entire system will be cleaned upon award of each task order. Question 7: We don't see bid bond required for this bid. Would you please confirm? Answer 7: No bid bone required. Question 8: Please clarify scope of work? Looks like duct work is limited to some AHU but all AHUs are listed on price list as well. does it mean we clean only AHU and no duct work related? Answer 8: Contractor shall clean air handlers with all of their associated ducts as a complete HVAC system, including exhaust, return and make up air. Question 9: We understand the VA wants the contractor to HEPA Vac without the use of any agitation equipment. How does the VA want to handle ducts work that is too small to access? Answer 9: The VA requirement is to vacuum and hand wipe the interior of the ducts. The smallest duct is typically 8" diameter. Previous contractors have never had a problem with hand wiping in 8" ducts. There may be a few 6" ducts, the contractor is expected to wipe the inside of these, if found. 6" ducts have very rarely been used in building 500. Question 10: The specification says to replace all flexible ducts. Will this be for each AHU EVERY year? Does the VA have a quantity by AHU and sizes? Answer 10: Each system cleaned requires the existing flexible ducts to be replaced with new flex duct material like for like. A count of flexible ducts can be taken from the mechanical drawings. Also refer paragraph B10 Note of Statement of Work: B.10 Documents: Note: The HVAC drawings are for reference only and may not indicate As Built conditions. It is the responsibility of the contractor to field investigate the HVAC duct system, actual site conditions and update the construction documents for accurate phasing and implementation of the required work. The contractor shall review ductwork distribution, mechanical boxes, utility routes, interstitial congestion, current emergency and operational signage, pedestrian flow, supply and debris paths, and other conditions for preliminary planning. Question 11: Please confirm the requirement of a cube or zip wall around registers. Is this for ALL AHU's or only Unit 34? Answer 11: A cube or zip wall is required for every registers for all air handler units including AHU 34. Question 12: Some VAV/CAV boxes may be internally insulated with fiberglass. We understand this must be removed, the inside cleaned, and the insulation replaced with a comparable R Value product. Is this part of the base bid or be handles afterwards. It was out understanding from the site visit that these will be part of a separate bid, after we determine the number of units. Answer 12: Terminal Unit boxes (VAV & CAV) will require a modification to the contract to cover the additional work concurrent with the duct cleaning. Question 13: No plastic barriers will be required in the interstitial space for infection control, please confirm. Answer 13: The determination for requiring barriers will be dictated by the infection control risk assessment. The risk assessment is determined by a number of factors not simply the area where construction project is at, in this case the interstitial area. Refer to Paragraph 14.2.4 "During this task the infection control, cleaning, and mechanical firms will perform an in-depth interstitial review to develop a containment and Infection Control Risk Assessment (ICRA) plan that will minimize the impact to the ongoing operations of the hospital. Given the required scope of work the team will decide on the most appropriate ICRA method to use that will cause the least disruption to the VA Hospital operations, while still allowing for safest work environment." Also refer to Paragraph 35 Infection Prevention Measures. Contractor shall provide Infection control plans and turn in infection control permits. In addition Contractor shall turn in and obtain Interim Life Safety Measures Assessment (ILSM) permits. The work is being accomplished in patient areas, contractor shall adhere strictly to all infection control and safety measures. Question 14: All registers must be cleaned and painted. Do you want them painted each year? Please provide a quantity per AHU. Answer 14: Each Air Handler and Duct system will be treated individually. The registers will be painted during the actual duct cleaning. The units will be cleaned more or less sequentially, with clinical areas having priority. Facility Management shall prioritize the order of the cleaning of the units. Contractor to refer to original drawings for quantity and sizes, and Paragraph B.10 Note: Note: The HVAC drawings are for reference only and may not indicate As Built conditions. It is the responsibility of the contractor to field investigate the HVAC duct system, actual site conditions and update the construction documents for accurate phasing and implementation of the required work. The contractor shall review ductwork distribution, mechanical boxes, utility routes, interstitial congestion, current emergency and operational signage, pedestrian flow, supply and debris paths, and other conditions for preliminary planning.. Question 15: What is the base bid for this project and yearly options? The bid schedule shows AHU 34 as a separate CLIN and then has all other AHU's as another CLIN. Are we to price all other AHU's the same? Answer 15: Refer to same Question 5 and Answer 5 above. Air handler 34 and its associated air ducts will be performed this year in 2016 because the funding for this year is limited to one air handler and its associated ducts. The rest of the air handlers and their associated ducts will be performed in subsequent years depending on the availability of funds. Since the units are similar, although not identical, it is recommended that each system be studied and estimated individually. Task orders will be issued against the PO for one or more units at a time as funding permits. Question 16: Although each AHU is different, is the VA going to award all AHU's to the contractor each year. The reason is cleaning all 44 AHU's would end up being a full time job for a crew which would REDUCE the price of each individual AHU pricing as separate projects. If you intent is to award all CLIN's each and then use each AHU as a basis for payment of what is completed, please confirm. Answer 16: The project is estimated to require a base year (AHU 34) and up to 4 option years, depending on availability of funds. Payment will be made on work completed after the negotiated price has been accepted and a task order has been issued from the Contracting officer. Question 17: Why is AHU 34 separated? Answer 17: The duct system for AHU 34 serves the critical care unit. These patients are the most fragile and susceptible to respiratory issues. The goal of this work is to improve the indoor air quality of these spaces. 2016 funding is adequate for only 1 system to be addressed. AHU 34 is not separated; it is the first system to be addressed under this contract. Facility management will prioritize the order of cleaning throughout the life of the contract. Question 18: Are there any special safety requirements? Patient occupied rooms must be vacated prior to entry of the room and while work is being performed directly above the room. Coordination with nursing and pre-planning the work areas ahead of time will be particularly important when working above patient care areas. Nursing will need to be informed of the work schedule with adequate advance notice so that they can plan on moving patients out of the rooms when duct cleaning is occurring directly above and affecting those rooms. A safety person is required to remain on the floor area below the interstitial work area to assure people do not occupy the rooms which are below the work. Contractor shall employ all means necessary to ensure that tools and equipment cannot fall through the ceiling by using plastic sheeting, tarps, planking with toe boards or any other means. An interstitial permit will be required and all employees will be informed of the interstitial code of conduct. c).
