- DD 2345 with Instructions for JCP Agreement Non-Disclosure Agreement The United States Army Tank and Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan has a requirement for a 100% small business set aside purchase of non-commercial items prepared in accordance with the format in FAR Part 15 as supplemented with additional information in this notice. Basis for award- The proposed contract action is for supplies or services for which the government intends to negotiate and award a contract to the lowest responsible offeror under the authority of FAR 15.002(b). The Government may also choose to negotiate if only one offer is received for the following: multiple mine roller brackets Bidders are hereby notified of the following requirements: 1) In order to receive the technical data package, all bidders are required to execute a Use and Non-disclosure agreement (NDA) binding each bidder to the terms and conditions of the agreement and vendors will also need to have access to FedBizOpps (www.fbo.gov). A copy of the non-disclosure agreement may be found attached. An official authorized to legally bind the company must sign the NDA. Upon execution of the NDA, it must be returned to Karen Kennedy and MAJ Miranda Smith by email Karen.L.Kennedy26.civ@mail.mil and Miranda.E.Smith5.mil@mail.mil or fax (586)282-3289. Upon receipt of the signed NDA, the technical data will be released in FBO. Your firm must request access to the TDP in FBO in addition to submitting the NDA in order to receive the TDP. Once these requirements have successfully been completed, you will be granted access to the TDP. If you do not have access to FedBizOpps, recommend you register as soon as possible. 2) Joint Certification Program (EXPORT CONTROL) You must be certified under the United States/Canada Joint Certification Program (JCP) (https://www.dlis.dla.mil/jcp/) to be granted access to the technical data (TDP) for this solicitation, via FBO (www.fbo.gov). To register, or to re-register, please select the DD Form 2345 attached and submit the form to the U.S./Canada Joint Certification Office, along with a copy of the company's State/Provincial License, Incorporation Certificate, Sales Tax Identification Form or other documentation which verifies the legitimacy of the company. See the instructions on attached DD 2345 form. Mail the DD Form 2345 to the address provided on form; it CANNOT be faxed or emailed. The process should take no more than one week for you to be certified or denied for approval under the JCP. If you encounter problems, please contact JCP at 1-877-352-2255 or via email at dlacontactcenter@dla.mil. Your firm must request access to the TDP in FedBizOpps (www.fbo.gov) in addition to submitting the above form in order to be granted access to the TDP. Once these requirements have successfully been completed, you will be granted access to the TDP.
