- The Department of Veterans Affairs Medical Center, NCO 6 Network Contracting Office, on behalf of the Fayetteville, NC VA Medical Center located at 2300 Ramsey Street, Fayetteville, NC 28301 is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement to furnish all necessary travel, labor, materials, tools, and documentation required for the preventative maintenance and repair of the existing. Energy Management Control System (EMCS). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811219. The contract Period shall be for a base year, plus four (4) option years: Base Year: 1 October 2016 - 30 September 2017 Option Year 1: 1 October 2017 - 30 September 2018 Option Year 2: 1 October 2018 - 30 September 2019 Option Year 3: 1 October 2019 - 30 September 2020 Option Year 4: 1 October 2020 - 30 September 2021 THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 10:00am EDT, August 2, 2016. All responses under this Sources Sought Notice must be emailed to mark.edzards@va.gov, Subject Line Title: EMCS Maintenance - Fayetteville VAMC with the following information/documentation: If your organization has the potential capacity to perform these services, please provide the following information: 1)Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; Point of Contact and Phone Number, DUNS number; and 2)Business Size applicable to the NAICS Code: a. HuBZone Small Business Concern; b. Service-Disabled Veteran Owned Small Business Concern (SDVOSBC); c. Veteran Owned Small Business Concern (VOSBC); d. Small Business Concern; e. Large Business Concern. 3)Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. The government will evaluate market information to ascertain potential market capacity to: a)provide services consistent in scope and scale with those described in this notice and otherwise anticipated; b)secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; c)implement a successful plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; and d)Provide services under a firm-fixed price contract. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time no solicitation exists; therefore, do Not Request a Copy of the Solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action STATEMENT OF WORK Contractor must provide (36) monthly preventative maintenance calls (3 days/month) on the Tridium front end network based application interfacing with field network cabinets and associated control points. The serviceman completes work between 8:00 AM - 4:30 PM, by no later than the last day of each month, with at least two (2) weeks between maintenance visits. The service to be performed by the contractor will be under the direction of the utilities Supervisor. A copy of the service/inspection/repair report must e signed by the Utilities Supervisor or authorized personnel and left with the office or emailed after each performed maintenance call. The following list is a description, or work to be performed, or to be available each time preventative maintenance is completed on the Fayetteville VA Medical Center Energy Management Control System (EMCS) The Preventative Maintenance Agreement includes the following inspection and services: 1. Application & Technology Consulting: Contractor shall conduct onsite reviews of the HVAC Control System every month to assure that it meets our changing needs. The review will include an analysis of the HVAC Control System, as well as applicable building control technologies. 2. Onsite Building Performance Specialist: Contractor shall provide an AX Certified on-site building performance specialist who will work to assure that the building systems are operating at peak performance. 3. Operator Coaching: Contractor shall provide coaching to FVAMC facility staff, Monday through Friday 9:00 AM to 5:00 PM. Contractor's system experts will assist operators in identifying, verifying and resolving problems found in executing tasks. 4. System Performance Updates / Software Updates: Contractor shall provide software and documentation updates to the existing Tridium and Siemens software as they become available. Contractor shall include onsite training to familiarize VA staff with the new features and their associated benefits. 5. Technical Support Services / Automation Controls Analysis & Optimization: Contractor shall analyze and optimize automation controls in accordance with a program of standard routines, including preventative maintenance of network cabinets for voltage readings, pneumatic component leaks and processor operation. 6. Business Protection & Recovery Services: Contractor shall back-up FVAMC's HVAC Control Tridium and Insight software, graphics and field panel databases (4) times per year, and provide safe storage of this critical business information. Should a catastrophic event occur, contractor will respond onsite to reload the databases and system files from the stored backup copy and to ensure proper operation and performance. 7. Repair & Replacement Services: Components that are suspected of being faulty may be repaired or replaced in advance to minimize the occurrence of system interruptions. Labor and Materials are not included as part of this service for the equipment. This service will be performed once approved by the VA Medical Center. Contractor will provide GSA pricing on parts when available. 8. Emergency Onsite Response: Contractor headquarters to be located within 2 hours of VA Medical Center. Contractor shall provide Emergency Onsite Response within 4 hours of FVAMC notification. Contractor will provide this service between scheduled service calls, Monday through Friday, including holidays and weekends, 24 hours per day, to minimize downtime. Non-emergency calls, as determined by FVAMC staff and contractor will be incorporated into the next scheduled service call. This service will be performed once approved by the VA Medical Center. 9. Network Analysis & Optimization: Contractor shall utilize SiemensNetwork Performance Diagnostic Technologies (NPDT), a tool which analyzes variables impacting network performance, to provide proactive calibration and tuning of the data network. These variables include node tables, token passes, turn speed, change of values over the network, unresolved points, and overall operation. 10. Software Analysis & Optimization: Contractor shall address any programming errors, failed points, points in alarm, or points in operator priority and discuss issues with VA Medical Center in order to resolve all issues.
