Description
Naval Air Systems Command (NAVAIR) intends to award a fixed price type Delivery Order under Basic Order Agreement (BOA) N00019-15-G-0026 to Northrop Grumman Systems Corporation (NGSC), Melbourne, FL, to perform the non-recurring development efforts necessary for the design, brassboard hardware development, test array fabrication, modification, testing, and evaluation of a High Gain (HG) Ultra High Frequency (UHF) Electronically Scanned Array (HG-UESA) utilizing the North Star Scientific (NSS) 2 element (radial + transverse) UHF array concept. The 2 element configuration has the potential to provide superior gain over prior UESA concepts within the same form factor of the current E-2D antenna array and provide beam on demand capability. The focus of this effort is to demonstrate the viability of multiple band radars in a common physical environment, particularly the E-2D Rotodome aerodynamic profile. The demonstration will quantify the performance of the HG-UESA Radar, S-Band ESA Radar and L-Band Identification Friend or Foe (IFF) antenna array for the purpose of evaluation to meet operational requirements. The demonstration performance is an essential exit criteria. This effort is follow-on to the current NGSC HG-UESA contract. NGSC is the sole designer, developer, systems integrator and manufacturer of the E-2D aircraft and as such is the only source with the requisite knowledge, experience and data necessary to conduct the required study. The period of performance for this effort is eighteen months after contract award. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. All responses received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
