- The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the creation of a CAD Cell in the Main Ship Channel and the Federal Maintenance Dredging of portions of the Main Ship Channel of the Boston Harbor Federal Navigation Project in Boston, MA. This procurement will be solicited under full and open competition and unrestricted to business size. The NAICS code for the work is 237990. Dredging operations are expected to take approximately 370 days to complete and shall occur between December 15, 2016 and December 20, 2017. The estimated construction cost is $10,000,000 to $50,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. This project consists of the dredging of approximately 1,020,000 cubic yards (cy) of mostly Boston Blue Clay to create a CAD cell, with proposed cut depths up to EL -90 feet MLLW, in the 40-foot deep Main Ship Channel. The material dredged to create the CAD cell will be placed at the Massachusetts Bay Disposal Site (MBDS) approximately 20 miles offshore of Boston Harbor. Once the CAD cell is constructed, maintenance dredging of approximately 805,000 cy of silty material from portions of the 40-foot Main Ship Channel, the 40-foot deep Inner Confluence, and the 35-foot deep channel, and placement of this material into the CAD cell will be performed. Dredging must be accomplished by mechanical means and dredging of the silty material will require the use of a closed bucket. The solicitation for this work will include definitive responsibility criteria requiring that the low bidder demonstrate they can meet the requirements of two definitive responsibility criteria. The apparent low bidder will be required to meet the following experience requirements: (1.) a project completed within the last ten years that included dredging via mechanical means a minimum of 250,000 cubic yards in one consecutive 30 day period in a coastal harbor to depths of at least 35 feet and (2.) a project completed within the last ten years involving disposal of dredged material at an open ocean placement site. The Contracting Officer will verify that the submitted projects meet the definitive responsibility criteria as part of the responsibility determination. Bidders are not required to submit additional documentation related to these criteria at the time of bid. The Government will request supporting documentation from the bidder anticipated to receive the award. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about August 2016.
