Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a contract, on a sole source basis, to Aspen Technology Incorporated to purchase the renewal licenses for the AspenTech Process Simulation Software License. This will be for a base period of one-year and four, one-year option periods. The NETL Carbon Capture Simulation Initiative (CCSI) is a multi-lab project led by NETL which requires access to the Aspen Suite of Simulation Software to meet specific project needs including the ability to run the software at all 5 participating national labs and their subcontractors and the ability to run up to 1000 simultaneous simulations on a supercomputer, cluster, or equivalent computer architecture. This renewal will also allow models developed under CCSI to be used in the Carbon Capture Simulation for Industry Impact (CCSI2) project, which is the second phase of CCSI focusing on using simulation to reduce costs and technical risk associated with the development and scale up of carbon capture technologies. The software license will also consist of steady-state process simulator, Aspen Plus; the dynamic process simulator, Aspen Plus Dynamics; the custom engineering model builder, and Aspen Custom Modeler (ACM). The license also consists of 72 token to provide access to the Aspen Engineering Suite to support customer facilities in North America, Latin America including the United States, Canada, Mexico and Central and South America ("NALA") to only be run/used on Amazon Cloud and Morgantown High Powered Computer (HPC). This is considered a sole source to Aspen Technologies because, to the best of NETL's knowledge and based on market research conducted, Aspen Technologies is the only known source that can provide this type of service and access to the aforementioned data. No known potential alternate sources exist which could satisfy NETL ™s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM ET on August 11, 2016. Responses must be submitted in writing to Erin.Kirchoff@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
