- Pre-Solicitation Notice: Ground Transportation Services This is a pre-solicitation notice for a Non-Emergency Wheelchair Transportation Services contract. Network Contracting Office (NCO)16, Jackson, MS intends to solicit and negotiate a Firm-Fixed Price contract to provide wheelchair transportation services for the Veteran beneficiaries of the G.V. (Sonny) Montgomery VA Medical Center (GVSMVAMC)and those beneficiaries residing in the catchment areas supported by the Community Based Outpatient Clinics (CBOC). This is a non-emergency requirement for one-way and round trip wheelchair van transports. A single contractor is required to provide all necessary personnel (driver) and equipment (vehicle) for the wheelchair transportation requirement, including all required federal, state, county & local licenses, certifications, and proofs of insurance for personnel, vehicles, equipment, global positioning system (GPS), communications devices, materials, and supervision. All transportation provided under the proposed contract must originate or end at a VA Medical facility or VA Clinic. This contract will have one base year and up to four option years. Anticipated start date is on or around 1 October 2016. The applicable NAICS Code is 485991 SPECIAL NEEDS TRANSPORTATION. (SBA size standard $15 Million). The solicitation will be 100% set-aside for VetBiz verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). NOTE - A SOLICITATION IS NOT CURRENTLY AVAILABLE FOR THIS REQUIREMENT. The Request for Quotes (RFQ) will be available on or around August 12, 2016 and will be published on the FBO website at www.fbo.gov. This is a pre-solicitation notice synopsizing an upcoming RFP solicitation to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Specialist will not be able to answer any questions pertaining to this notice until an RFP is issued. A Site Visit is not anticipated at this time. Questions resulting from the solicitation will only be answered if received via email. It is the responsibility of the bidder to monitor and download amendments from FedBizOpps (FBO) which may be issued to this solicitation. All interested SDVOSBs must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.; registered and viewable as a SDVOSB at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov/general_user/default.asp; and their Annual Representations and Certifications must be current and filed online and viewable through SAM.
